10+ years expi-Link Solutions is seeking an Enterprise Sourcing Specialist (ESS) to join VITA's Enterprise Sourcing team within Supply Chain Management. The role involves sourcing and executing contracts for IT solutions, assisting public bodies in solving IT business problems, and leading the development of RFI and RFP documents.

Responsibilities
Responsible for the sourcing and execution of Enterprise sourcing and contracts for IT solutions, goods and services
Assists customers in identifying how to solve IT business problems
Facilitates the process of evaluating, negotiating and selecting solutions that provide the best value to the Commonwealth
Leading customers and stakeholders in the development of requests for information (RFI) and requests for proposal (RFP) documents
Leading teams in evaluating supplier responses and proposals
Negotiating complex contracts with suppliers and executing contract awards
Serve on cross-functional sourcing teams
Support the development of IT infrastructure sourcing strategy by conducting proactive market research and data and trend analysis
Work collaboratively with commercial contract managers, VITA service owners, financial analysts, the Multi Services Integrator and all other VITA and supplier stakeholders to ensure continual improvement of VITA’s sourcing and market engagement process and effective future sourcing
Qualification
Required
Sr level IT Procurement experience
Superior written and oral communication skills and the ability to communicate clearly and professionally with all types of stakeholders
Experience executing request for proposals (RFPs)
Demonstrated Knowledge of contract development
Ability to analyze and negotiate complex high value contracts
Ability to interpret procurement law and policies
Ability to use existing templates and work instructions to complete tasks
Ability to work independently with limited supervision
Ability to lead cross-functional teams and work with all levels of staff and the general public
Bachelors degree, preferably in business, information systems, compliance, legal, or related field preferred (or commiserate experience)
Preferred
Ability to work with Enterprise Sourcing peers to collectively problem solve and brainstorm solutions that can be uniformly applied
State or local VA state agency procurement exp will be beneficial. Professional references a big plus if your candidate has prior VA state agency exp
