Responsibilities

Coordinates/orchestrates a wide range of projects and commitments directly involving the chief and their direct reports
Responsible for program and policy development activities, including conducting detailed data analyses; framing recommendations and options for executive consideration; developing detailed project and program plans; leading project and program implementation efforts and assessing impacts and results
Assists in the development, implementation and oversight of EVP’s organizational policies, procedures, and the accompanying policy instructions, as well as regulations, long-range strategies, and outreach initiatives in conjunction with other agency-wide departments and initiatives
Participates in the development of strategic goals, methods and action plans that include measurable objectives, fixed responsibilities, and established timelines
Monitors, evaluates, and recommends changes in the plan when appropriate
Conducts research and prepares recommendations for management of complex projects, business related technical initiatives, budget, operational and administrative problems affecting the EVP’s organization
Facilitates the coordination and control of major departmental projects consistent with both project and operational needs and secures commitment from affected Authority departments on contract documents, budget, and schedules
Serves as EVP’s liaison and supports the needs of internal leadership in their ability to raise critical issues with the EVP and receive needed responses, guidance and decisions, to ensure expeditious resolution on issues and/or to provide necessary resources, as appropriate, to ensure resolution
Represents the EVP in high level administrative activities (e.g., Emergency Preparedness planning activities such as COOP) and other Authority programs that affect safety and security at Metro
Accurately communicates the EVP’s position to help drive understanding and implementation of their views regarding such programs
In collaboration with appropriate business operations units within the associated department, manages and coordinates OIG audit issues on behalf of the EVP and prepares responses to the Office of Inspector General
Participates in the development and monitoring of corrective actions plans from internal and external departments and conducts cost, budgetary and statistical analyses, and audits
Regularly provides reports to the EVP key department metrics and budgetary matters
Plans, coordinates and oversees the department’s overall administrative, financial and operational activities, procedures and staff
Oversees and coordinates activities of senior leaders within the department, on cross-functional initiatives and projects, as directed by the EVP, to align their actions and communications in support of agreed upon goals
Proactively examines existing internal operational and administrative processes, identifies any issues that could impact the successful execution of the EVP’s commitments and makes recommendations for improvements
Works closely with senior management and analysts within a specific organization and other agency-wide departments to develop such business solutions

Required

Bachelor's degree in Business Administration, Public Administration or a Program Management discipline field
A minimum of seven (7) years of demonstrated successful experience in overall project management within a large-scale organization
Experience and ability to conduct complex cost, budgetary, and statistical analyses and to develop, prepare, and monitor operating and capital budgets
Demonstrated experience in developing, managing, and implementing complex, high-profile project and programs

Preferred

Master's Degree highly preferred
Lean Six Sigma Green Belt or higher preferred
