Senior Grant Accountant

Responsibilities

Reviews monthly trial balances to ensure system integrity and identify questionable activity for errors or omissions
Performs analytic review of accounts to identify errors in grant activity
Reviews financial transactions and expenditures to ensure compliance with appropriation authority, adequacy of accounting information, and of the transaction within the parameters established by policies, laws, and others
Reviews journal entries and supporting documentation for conformity with GAAP and County policies in the County's financial system
Prepares adjusting and reclassification journal entries including chargebacks and year-end accruals, to ensure the accurate reporting of fund activity consistent with generally accepted accounting and reporting standards
Prepares working papers, schedules, and other supporting documentation reflecting work effort
Processes grant drawdowns; reviews grant loan documents and records grant wires
Receives grant reimbursement checks and prepares cash journals
Ensures grant reimbursements are recorded timely and accurately
Accumulates data from accounting system reports and file records to prepare periodic financial statements and reports that are supported by related papers, tables, schedules, notes, and other material for inclusion in the Annual Comprehensive Financial Report (ACFR)
Participates fully in periodic audits or other examinations of the County's financial records, policies, and procedures
Responds to information requests from internal and external sources concerning financial matters
Researches and analyzes financial data and prepares ad hoc reports on fund activity as required
Prepares audit schedules and expenditure reports for grants related to the Schedule of Expenditure of Federal Awards (SEFA) required by OMB’s Uniform Guidance, 2 CFR 200
Incorporates subrecipient expenditures into SEFA reporting to ensure completeness and accuracy
Maintains current knowledge of the County, State, and Federal regulations, policies, and procedures
Demonstrates an understanding of generally accepted accounting and reporting practices, pertaining to areas of responsibility
Actively participates in installations, enhancements, and modifications to systems that link or interface with the County's financial system
Provides technical assistance, information, and guidance to other County agencies, persons doing business with the County, residents, or other persons making inquiries
Gives administrative and technical assistance, as required by his/her direct supervisor
Assists with various special projects involving preparation of financial information, financial studies, statistical data, and other related data as requested by appropriate County personnel

Required

Bachelor's degree in Accounting, Finance, Quantitative Analyses, or Business Administration or a related field
Two (2) years of professional accounting experience
An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered

Preferred

Thorough knowledge of accounting theory and general administrative and cost principles relating to federal, state, and local grants
Able to reconcile accounts, prepare journal entries, and prepare monthly and year-end schedules
Able to manage multiple priorities and projects and interact with staff across various County agencies
Excellent organizational, problem-solving, and communication skills
Strong analytical skills and advanced Excel proficiency
Experience with financial software and electronic ledger systems
A bachelor's degree in accounting or finance, with three years of experience managing grants
