GIS Application Support Specialist - ITS3

Responsibilities
Provide application and data support for both commercial-off-the-shelf (COTS) and custom-built solutions based on established priorities
Independently perform specialized application and data development and support tasks to ensure MnDOT applications meet service level agreements (SLAs) and follow the application support model
Work within a complex, matrixed technical environment to deliver reliable solutions that satisfy MnDOT business needs
Plan and complete efforts for applications and databases within MnDOT’s large and complex Linear Referencing System environment
Qualification
Required
This position requires a minimum of three (3) years of experience in GIS application and spatial data development, support and maintenance
Experience must include: GIS/Geoprocessing tools such as ESRI ArcGIS software to manipulate geospatial data
Developing spatial data queries for applications, integrations, or ETLs using SQL-PL/SQL, REST/Restful services APIs, Python scripting or Feature Manipulation Engine (FME) workbenches
Planning and coordinating geospatial data integration initiatives involving collaboration across teams
Technical support, configuration and troubleshooting of commercial-off-the-shelf (COTS), custom-built, middleware, or client applications working across multiple IT services (application, database, infrastructure, service desk)
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months
Preferred
A four (4) year degree in Geography or closely related field, where GIS technology has been a key component to the curriculum
Advanced working knowledge of the Python programming language in an ArcGIS environment
Demonstrated ability to use or learn programming languages such as Java and .NET/C# as well as using development tools such as GitHub, DevOps, and IDEs (Visual Studio, IntelliJ)
Ability to effectively work directly with customers to identify, define, validate and prioritize user needs and requirements
Knowledge of MNIT's and MNIT DOT's services, standards and policies
