DEPUTY DIRECTOR OF PUBLIC UTILITIES - ENGINEERING & DEVELOPMENT
Hanover County Government is seeking an executive-level Deputy Director of Engineering and Development for their Department of Public Utilities. The role involves leading a multidisciplinary team, overseeing daily operations, maintaining the Capital Improvement Plan, and acting as a liaison to regulatory agencies to ensure sustainable water and wastewater services.

Responsibilities
Supervises employees, performing related human resources functions and completing necessary paperwork
Assists the Director of Public Utilities to develop and maintain policies, procedures and department goals
Conducts studies and prepares plans and reports and makes presentations as needed
Coordinates annual budget preparation and Capital Improvement Program planning
Oversees preparation and administration of contracts for services, such as capital construction and engineering design
Represents the Department as needed before such groups as the Board of Supervisors, the Planning Commission, etc
Serves as liaison to regulatory agencies, Town of Ashland and other regional organizations
Performs related work as assigned
Qualification
Required
Bachelor's degree in civil engineering or related field required
At least five (5) years of progressively responsible experience in public water and sewage utilities
Two (2) years in a supervisory or managerial position
Knowledge of personnel and financial management and administration required, preferably in a local government setting
Technical knowledge of civil engineering, constructions, practices, functions, constraints and obligations of a public water and sewage utility
Ability to communicate effectively, both orally and in writing required
Demonstrate excellent analytical skills and the ability to make appropriate decisions
Establish and maintain successful working relationships with County staff, government officials, Boards/Commissions, customers, neighboring utilities, regulatory agencies, and citizen groups
Valid Commonwealth of Virginia Driver's License
Criminal Records Check, including fingerprinting
Twelve-month probationary period
Work beyond normal work schedule, including weekends, holidays, nights and call-backs
Essential staff designation
Preferred
Master's degree preferred
Professional Engineer's (PE) license preferred
Experience in budget, personnel, programs and performance within a Public Utilities organization preferred
Computer literacy, preferred
