Management & Program Analyst - Project Manager

Responsibilities
Manages planning activities that may include short or multi-year work plans that are the products of subordinate organizational projects/programs
Establishes program objectives and units of measure for determining when objectives have been met
Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects
Participates in meetings with internal and external stakeholders to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules
Makes recommendations for and takes actions when adjustments or a different course of action is necessary and to correct any identified problem areas
Performs comprehensive analyses and evaluation of new or modified programs, policy and/or legislation for projected impact upon major administrative operations and resources
Appropriates evaluation and measurement techniques in determining the effectiveness, efficiency, and extent of compliance with rules and regulations and/or in measuring accomplishments
Provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures as it relates to the organization
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related administrative functions
Reviews and reconciles large amounts of data
Drafts recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components
Develops and modifies work methods, procedural changes, and system or program variations
Advises management of unique conditions and issues which affect the program/project and provides management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems
Drives complex projects from ideation to action and successful implementation
Participates in the preparation and presentation of briefings to officials regarding program/study results
Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems
Makes recommendations on new or modified developments, priorities and objectives to improve performance in major administrative operations

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Management and Program Analyst - Project Manager
Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Preferred
Possess Project Management Professional (PMP) certification and demonstrated experience with project/program management methodologies and best practices
