Director of Finance
Lexington-Richland School District Five is seeking a Director of Finance to manage the financial affairs of the District, ensuring compliance with state and federal requirements. The role involves supervising financial operations including accounting, payroll, budgeting, and cash management, while providing guidance and support to district administration and staff.
Education Management
Responsibilities
Assists the chief finance officer in managing the financial affairs of the District, ensuring compliance with all applicable policies, procedures, laws and regulations
Supervises duties of assigned professional, supervisory and support staff; supervisory duties include: instructing, assigning, reviewing, and planning work of others; recommending new employees; maintaining standards; coordinating activities; allocating personnel; acting on employee problems; recommending employee discipline and discharge as appropriate. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed
Provides for adequate staff training and development opportunities. Provides detailed, accurate and timely information to the chief finance officer regarding district accounting, payroll, accounts payable, budgeting, accounts receivable and cash management operations
Monitors the daily financial status of the District, and takes action to protect, maintain and/or improve financial / administrative policies and procedures as necessary to ensure maximum financial wellness for the District as well as division effectiveness and efficiency
Prepares, coordinates and monitors the District’s general fund budget and related budget materials
Oversees district accounting functions, including the preparation of all financial records, reports, ledgers and budgets; participating in internal controls; completes special projects; resolves questioned costs; ensures compliance with generally accepted accounting principles
Directs district payroll activities, including preparing payroll, maintaining employee salary records, verifying salary calculations, completing calendar-year closings, directing annual accruals, directing balancing process, resolving payroll problems, developing special payment programs as mandated by the state and/or approved by the Board of Trustees, etc
Oversees cash management functions, including making deposits and maintaining daily cash balances, forecasting short-term and long-term cash flow requirements, and supervising the preparation of investment reports as required
Compiles and prepares the revenue section of general fund budget materials; compiles and produces expenditure reports and materials; produces final budget documents; provides variance analyses for external audits
Reviews department staff research and ensures compliance with various guidelines, standards, laws and regulations related to governmental financial accounting and reporting
Prepares annual budget for the debt service fund, estimating tax revenue and other revenue sources; calculates principal and interest payments for appropriate period; consults with the county auditor regarding setting of millage; consults with chief finance officer on future capital expenditure plans and how these plans affect debt service budgets
Works with bonding attorney and financial advisor to determine principal and interest payments and other information related to proposed bond sales; monitors the arbitrage and arbitrage rebate requirements on each bond issue; contracts with appropriate companies to make rebate calculations; makes necessary arrangements to pay any rebate at appropriate time
Coordinates with external auditors to complete the annual certified audit and the Comprehensive Annual Financial Report; reviews internal audits, reviews and inventories to ensure financial compliance and control
Reviews and approves budget information, budget transfers, journal entries and other financial data into an automated financial system
Provides information for any bond referendums. Directs the recording of cash receipts for the District
Receives and responds to inquiries, concerns, and complaints in areas of responsibility
Represents the division and the District at various meetings as appropriate. Conducts staff meetings on a regular basis to coordinate assigned activities
Prepares and/or processes budget documents, financial reports and analyses, estimates, performance evaluations, memos, correspondence, etc
Operates a variety of equipment such as a computer, printer, copier, calculator, telephone, paper shredder, etc.; uses clerical, copier, computer supplies
Interacts and communicates with various groups and individuals such as the immediate supervisor, superintendent, subordinates, other district administrators and staff, school administrators and staff, South Carolina Department of Education personnel, elected officials, various councils and committees, financial institutions, and the general public
Attends training, seminars and conferences, etc., as necessary to maintain and enhance job knowledge and skills
Assists in providing responses to Freedom of Information Act requests
Performs duties of the chief finance officer as required due to absence
Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc
Performs other related duties as required
Qualification
Required
Bachelor's degree in accounting, finance, business administration, or a related field
Five years of experience in financial management or governmental accounting including experience in an administrative or supervisory role
Preferred
Master's degree in a related field
Certified Public Accountant (CPA)
Certified Governmental Finance Officer (CGFO)
South Carolina Association of School Board Officials (SCASBO) Certified School Business Officer (CSBO) designation
