Assistant General Counsel

Texas State Auditor's Office is seeking an Assistant General Counsel to perform highly complex legal work. The role involves interpreting laws, preparing legal documents, and providing legal advice while working under limited supervision.

Responsibilities

Researches points of law and analyzes statutes, case law, attorney general opinions, and administrative guidance relevant to agency operations, audits, and investigations
Advises the State Auditor, agency leadership, auditors, and staff on legal matters and the interpretation and application of laws and regulations
Prepares memoranda on legal matters; reviews and edits documents for legal impact and risk mitigation
Reviews proposed legislation to determine agency impact
Drafts bills and amendments for legislative consideration
Assists with preparation for legislative hearings, briefings, and testimony
Responds to requests for information under the Public Information Act
Drafts and reviews contracts, confidentiality agreements, and interagency agreements
Creates and leads internal legal trainings on legal matters
Assists in the representation of the agency with the Office of the Attorney General in civil actions brought by or against the agency on all legal issues
May serve on various agency committees and task forces
Performs related work as assigned

Required

Graduation from an accredited law school with a J.D. degree and licensed to practice law in the State of Texas
A minimum of one year of experience as a practicing attorney, preferably at a state agency or other governmental entity
Knowledge of legal principles, practices, proceedings, laws, regulations, and rules applicable to the agency, including knowledge of or experience with Texas state government, the legislative process, contracting, and employment law
Skill in conducting legal research and analysis; interpreting and applying laws and regulations; preparing clear and concise legal opinions, briefs, memoranda, and other written materials; conducting hearings and preparing cases for trial; using standard computer word processing software; and communicating effectively both orally and in writing, including through formal presentations
Ability to work independently; manage competing priorities and meet deadlines; exercise sound judgment; and conduct investigations related to legal or compliance matters
