Responsibilities
Creates personal service contracts and memorandums of agreements requested by FAC agencies. Initiates and oversees the contracts through the procurement process. Works with the agency to define and write contractual terms and conditions
Determines and executes the location and method of purchasing goods and services for FAC
Issues and manages Requests for Proposals (RFP), Requests for Information (RFI), and other Requisition documents (RQS). Works with the agency to define and write specifications. Oversees bidding and evaluation process through the award of the contract/purchase order
Will serve as lead on the evaluation team
Trains & approves work of other purchasing officers
Monitors all procurement activities to ensure compliance with KRS45A & federal and state procurement laws
Develops and presents training to agency staff and provide oversight and technical assistance to purchasing officers
Performs other duties as required
Qualification
Required
Graduate of a college or university with a bachelor's degree
Four years of purchasing experience
Strong written and verbal communication skills
Procurement background
Organizational Skills
Creative thinking and problem solving
Ability to work under pressure and multi-task
Experience in Microsoft Office and eMars
Ability to grasp new concepts quickly and efficiently
Attention to detail
Experience in Microsoft Office Applications
