The South Carolina Department of Transportation is seeking an Engineering Manager I to oversee highway engineering activities related to materials and construction. The role involves consulting on complex engineering matters, developing specifications, supervising engineers, and providing expert testimony as needed.

Responsibilities
Consults with department, contractor, and consultant personnel regarding highly technical and complex matters pertaining to highway engineering activities
Advises the Materials and Research Engineer on policy regarding highway materials and construction (primarily asphalt, concrete, cement, and steel) standard practices and recommends revisions to the department's specifications
Develops specifications and works on specialized projects of high complexity, primarily in asphalt and structural materials, but may include projects within any functional area of OMR
Conducts special investigations and performs forensic analyses when necessary
Provides expert testimony as required in areas of expertise
Serves as chair or member of various SCDOT Technician Certification Task Forces and Joint SCDOT/Industry Quality Improvement Committees
Provides input to the Materials and Research Engineer regarding revisions to the AASHTO materials and testing standards
Participates in the Department's In-house Research Program; serves as a member of the Department's New Products Committee; serves on Steering Committees for the Department's SPR research program
Supervises the Structural Materials Engineer on major assignments involving structural materials (concrete, steel and cement) being used statewide
Includes personnel performing laboratory testing and field inspections
Sets technical priorities and provides guidance with activities
Supervises the Asphalt Materials Engineer on major assignments involving asphalt materials being used statewide
Includes personnel performing laboratory testing and field inspections
Sets technical priorities and provides guidance with activities
Supervises the Asphalt Verification Program Manager whose duties include coordinating activities within the statewide asphalt mixture verification program and ensuring that the program is in compliance with the current federal regulations of 23 CFR 637
Sets technical priorities and provides guidance with activities
Performs other related duties as assigned
Qualification
Required
A bachelor's degree in engineering
Six (6) years of engineering work experience
Registration as a Professional Civil Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors
A valid motor vehicle operator's license
