Responsibilities
Establish and continuously optimize company-wide project management methodologies (waterfall, agile, hybrid models)
Build and lead the enterprise-level PMO (EPMO)
Develop project management standards, processes, templates, and tools
Manage the company's project portfolio, ensuring resource allocation aligns with strategic priorities
Assist senior management in project initiation, prioritization, suspension, and termination decisions
Balance short-term project delivery with long-term strategic projects
Establish project governance structures (Steering Committee, Stage-Gate)
Identify and manage project-level and portfolio-level risks
Ensure projects comply with compliance, audit, and regulatory requirements in finance, technology, and other industries
Unified management of project resources (project managers, business analysts, Scrum Masters, etc.)
Establish project talent development, certification, and career development paths
Resolve cross-departmental resource conflicts
Establish project KPIs and measurement systems (schedule, cost, scope, quality)
Promote project data transparency and visualization
Regularly report project portfolio status to senior management and the board of directors
Collaborate closely with business, IT, finance, operations, compliance, and other departments
Act as a project management authority to drive standard implementation
Play a key coordinating role in project escalation
Qualification
Required
Bachelor's degree or above (engineering, computer science, management, finance-related fields preferred)
20+ years of project management experience
10+ years of experience leading project management teams or PMOs
Experience in cross-regional and cross-functional project governance
Systematic thinking and structured management capabilities
Strong communication and senior-level influence
Data-driven decision-making ability
High sense of responsibility and professional ethics
Ability to drive standard implementation in complex organizations
Preferred
MBA or advanced management education is a plus
PMP / PgMP / PRINCE2 / SAFe / PMI-ACP or equivalent certifications preferred
