WMS Specialist

NEOGOV is seeking a skilled and strategic WMS Specialist to join the Department of Corrections in Washington. This role involves providing leadership, analysis, and consultation to ensure accurate classification and competitive compensation of WMS positions, impacting the agency's management structure and workforce. Responsibilities

Managing Statewide WMS structure and program and serving as the Expert for the Classification and Compensation team with regards to WMS
Managing Workforce Development Data
Providing oversight and serving on WMS Review Committees
Managing, leading, implementing, or directing Classification and Compensation CBA/law/rule changes for DOC related to WMS position management
Participating as a member of the Classification and Compensation team
Collaborating, consulting, advising and providing professional level support to management, human resources staff, supervisors and other stakeholders regarding day-to-day and long-term complex labor relations and human resource issues having intra and interagency impact
Serving as the Department representative and/or Secretary designed in multiple arenas including pre-arbitration review meetings (PARMs)/mediation, grievance arbitration hearings, Public Employment Relations Commission (PERC) hearings, Unfair Labor Practices (ULP), Contract Negotiations, Demands to Bargain, Personnel Resources Board and Labor/Management Communication Committees (LMCC), disciplinary and disability separations
Managing and administering comprehensive HR programs in accordance with agency policy, WACs, CBA, and laws. Program areas include but are not limited to: classification and compensation; recruitment, screening and selection; interpretation of rules, regulations, state and federal laws; employee relations; labor relations; leave programs; diversity; and corrective/disciplinary actions
Ensuring WMS employee investigations are conducted in accordance with Just Cause Standards
Remaining current and knowledgeable regarding employment laws and regulations, case law, WAC Chapter 357, DOC policies, and arbitration and PERC decisions and union agreements
Preparing and presenting human resources and labor-related training
Analyzing, processing and coordinating responses to requests for information and public disclosure requests
Providing local and area Human Resources staff with advice, guidance, direction, leadership and assistance on all matters related to Human Resources and labor relations, policy guidance and interpretations and applicable laws
Participating on teams, committees and work groups and ensures the involvement of HR staff members in same

Required

High school diploma or equivalent
Five (5) years of combined relevant experience and education in human resource management, business or public administration, social sciences, or other closely related field. Relevant professional experience is within an area related to human resources. Experience must include the following: Experience working in the public sector, Experience working in a union environment, Excellent communication skills: experience establishing effective relationships with internal and external partners on state and federal levels, Strong knowledge and experience advising and consulting on human resource issues to include, organization development, the corrective and disciplinary action process, classification and salary administration, equal employment and labor laws and regulations, Experience in Labor Relations to include grievances, demands to bargain, arbitration, union notification, and/or bargaining, Proficiency in Microsoft Office Suite, specifically Outlook, PowerPoint, Excel, and Word
Education to experience equivalency (experience may be gained concurrently): Associate's degree = 2 years, Bachelor's degree = 4 years, Master's degree = 5 years
Five (5) years of experience as a compensation and policy analyst with increasing responsibilities leading to service as a senior analyst. Additional qualifying experience such as supervising and/or providing complex financial, human resources/labor/compensation analysis may substitute on a year-for-year basis
Five (5) years of relevant professional human resource experience
Two (2) years of professional level experience in a union environment, interpreting and applying collective bargaining agreements in a large and complex organization
Two (2) years of experience using Microsoft Suite office products including Excel, Work, One Note, Outlook, and Teams
At least one (1) year of experience or expertise in developing and presenting formal compensation, benefit and management briefs, interpreting contracts, regulations, labor agreements, and laws, and understanding of management and administrative personnel management and budgeting
Government organization, administrative procedures, governmental functions, departmental policies, collective bargaining agreement provisions, and the general principles of labor relations
Highly developed and demonstrated interpersonal skills and leadership qualities proven to promote collaboration, innovation and growth and development in others as well as the accomplishment of organizational goals and objectives
Attention to detail
Documents created and shared with others have been reviewed for accuracy and are free from typos and grammatical errors
Understands the technical aspects of drafting and interpreting contract language
Follows through and meets deadlines and commitments given to agencies, co-workers and unions
Responds to phone calls and emails in a timely manner
Any combination of education and experience that meets the knowledge, skills, abilities and behaviors (KSAB's) listed below

Preferred

Five years of professional human resource experience including assessing and facilitating solutions for human resource problems and issues, focusing on classification and compensation
Demonstrated ability to interpret and apply employment law and regulations
Demonstrated ability to interpret and apply rules, policies, and procedures
Ability to independently prioritize, plan, and manage programs and services to customers
Ability to manage multiple projects and critical liability issues, with the ability to re-prioritize as needed to respond to change needs and circumstances
Ability to use independent judgment in assessing sensitive complex issues and making decisions in the best interest of the Department
Ability to effectively communicate orally and in writing with groups of various size and composition regarding sensitive issues
Ability to present formal training to managers and supervisors on sensitive Human Resource areas
Ability to conduct investigations and write comprehensive investigation reports
Preference may be given to candidates possessing one or more of the following: Associate or bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field from an accredited institution whose accreditation is recognized by the US Dept. of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent
Two years of professional classification, compensation or labor relation experience
S/PHR or IMPA-HR certification
SHRM-CP or SHRM-SCP certification
