Chief Real Estate Officer

Responsibilities

Conduct and coordinate the oversight, negotiation and management of new real estate development(s) and redevelopment(s) for the County, which may include: (1) site selection analysis; (2) obtaining entitlements; (3) obtaining architectural and engineering services; (4) oversight and management of architectural/engineering programming and design services, and; (4) coordinate with the Construction Management Division regarding construction program management and oversight
Conduct or coordinate due diligence inspections on parcels of real property which the County contemplates purchasing or selling
Obtain real estate brokerage services, opinions of title or abstracts of title, title commitments and insurance, environmental assessments or audits, land surveys, engineering assessments and other services related to the acquisition or sale of real property
Issue and provide public notice of a prospectus which states the purpose for which the County will be purchasing real property
Prepare and process license or other appropriate agreements for approval of the Board of County Commissioners to authorize the lease or use of County-controlled property by non-County agencies
Provide lease documents to and gain the approval of the Board of County Commissioners to acquire lease hold space for County departments, divisions, offices, and state agencies
Maintain a detailed inventory of all facilities and real estate either owned or leased by the County to include occupants and uses
Coordinate with the Risk Management Division so that all property rights and liabilities are adequately insured
Provide to the Board of County Commissioners in June of each year a report of all idle and unused properties either owned or leased by Broward County, including escheated properties and those properties which have been declared surplus by the Board of County Commissioners
Provide for the management and disposal of surplus real property
Provide through negotiation or purchase, real property for capital improvements
Develop and implement internal procedures relating to obtaining the appraisal of real property
Be responsible for the negotiations for the purchase of real property and real property rights for capital improvements such as roads, parks, libraries, aviation, and utility easements for use by County government
Provide such assistance to the Aviation and Port Everglades Departments in the acquisition, sale, and leasing of real property as they may request
Coordinate the preparation of all legal instruments and lead the negotiations relating to the transfer of title to acquire or dispose of property or rights therein, and, upon execution thereof, record such instruments
Establish and maintain an inventory on acquisition and disposition projects with all pertinent information on the property, including, but not limited to, a copy of all legal documents, seller, landlord, donor, buyer, tenant, location, appraiser, date of appraisal, appraised value, date of authorization by the Board of County Commissioners for negotiation, purchase price, rents, date of approval of transaction by the Board of County Commissioners, date in which the deed can be found in the official minutes of the Board of County Commissioners, and the official record book and page number where the instrument is filed in the Public Records of Broward County
Highly responsible and professional work with responsibility for negotiating, leading, and directing projects and programs related to the development or redevelopment of the County’s real estate assets
Negotiates real estate development, including site development, site ownership and control, predevelopment, financing, public-private partnership (“P3 Programs”), design, construction, planning and community outreach
Exercises considerable independent judgment in negotiating real estate development strategies, interpreting existing rules, and formulating recommendations
Work is reviewed through written reports, contracts, and agreements for adherence to established policies
Negotiates, develops and executes a comprehensive real estate development strategy for Broward County Government to maximize the economic potential of County real estate assets, attracts private financing in support of a project, expand the tax base, and share risk and expense with the private sector where appropriate
Maintain negotiation responsibilities for all facets of negotiation for the County’s real estate assets; focuses on comprehending the County’s needs and business processes
Communicates contractual and business risks to senior/executive management for approval; develops a negotiated strategy suitable for each real estate project and leads negotiation to successful completion; develops pre real estate negotiation strategy and determines types of contracts; negotiates, manage the preparation of contract documents for legal review, obtains required signatures and prepares necessary agenda items
Performs complicated business case analysis and financial review and analysis which, at a minimum, includes cost-benefit analysis, an assessment of opportunity costs, consideration of the results of all studies and analyses related to the proposed project, evaluation of comparable projects, and community impacts
Oversee the successful completion of the County's real estate development projects from inception to completion
Serves as lead negotiator for a variety of documents including operating agreements, memorandum of understanding, purchase and sale agreements, development and disposition agreements, option agreements, easements, licenses, property exchange agreements, and all other agreements related to real estate development projects
Manages interacts and collaborates with staff from various County agencies including purchasing, legal, finance, public works, design, construction, engineering, environmental, land use planning, and project scheduling
Manages the real estate development project team members from a variety of similarly related backgrounds
Manages the land development process including land use, Development of Regional Impact, rezoning, platting, master planning and site plans
Interacts and communicates effectively with the public, elected officials and other stakeholders, including project architects, engineers and contractors, partners, financiers, and construction managers to successfully complete real estate development projects on time and within established budget
Researches and monitors economic, legal and real estate market conditions within Broward County and their effect on the County's overall real estate business development program

Required

Bachelor's degree from an accredited college or university with major course work in public or business administration, land use planning, economic development, real estate development, real estate finance, construction management, engineering, or architecture, real estate law or related field
Six (6) years of full-time experience negotiating real estate development projects in an urban, city, regional and/or other related planning or development environment of which two (2) years include leading project teams
Strong real estate negotiation/project management skills
Valid Class 'E' Florida Driver's License for duration of hire
Real Estate Sales and Leasing License

Preferred

Master's Degree (or higher) from an accredited college or university in Real Estate, Building Construction, Architecture, Law, with a focus on Real Estate, or a related field
