Research & Evaluation Project Manager (TEMP)

Responsibilities
Implement an evaluation of Michigan Department of Health and Human Services (MDHHS) long-term services and supports (LTSS) and home and community-based services (HCBS) programs
Conduct analysis to support the evaluation as needed. This could include qualitative analysis, quantitative analysis, environmental scans and/or literature reviews
Duties will include, but not limited to, coordinating with CHRT project managers by maintaining work plans to ensure all deadlines are met, tracking project hours, and proactively raising potential risks; building and managing key relationships to ensure clear and timely communication; monitoring multiple reporting deadlines; preparing and submitting deliverables and reports; identifying partner needs and developing strategies to address those needs; and maintaining regular communication with internal team, clients, partners, and other stakeholders
This individual must be comfortable working in a team environment and able to work with a diverse group of colleagues, clients, subject matter experts and project staff on an on-going basis
Project management skills and the ability to adhere to tight deadlines are a must
Qualification
Required
Master's degree in public health or related field (with health policy or public health related focus)
5 or more years of related experience, including a working knowledge of research/ evaluation methods, public health, and/or public policy
Knowledge of key issues related to long term services and supports (LTSS), home and community-based services (HCBS), and/or behavioral health service delivery in Michigan
Excellent writing and communication skills
Must have experience and proficiency with one or more of the following: Survey design, implementation, and analysis. Understanding of survey methodology and analysis. Ability to analyze and interpret survey data using descriptive and inferential statistical methods. Understanding of application of survey data to analyze health and human service policy issues, and/or; Qualitative data collection and analysis. Understanding of qualitative methodology and experience analyzing qualitative data (e.g., interview data), and/or; Management and analysis of administrative data sets. Understanding of appropriate uses for and limitations of administrative data in analysis of health care issues
Demonstrated project management experience working with local, regional and/or state level, multi-site projects; experience working with the State of Michigan is preferred
Demonstrated experience with stakeholder management and engagement
Experience preparing reports, charts, tables, and other visual aids
Highly motivated with a strong work ethic
Ability to work independently within defined guidelines
Willingness to work in a highly interactive and collegial group of program managers and analysts
Excellent organizational skills and attention to detail, including demonstrated ability to manage and prioritize multiple activities and projects
Ability to adapt to changing situations and develop creative solutions to overcome work-related challenges
Preferred
Data visualization training and skills
Demonstrated quantitative skills and knowledge of descriptive statistics, statistical tests and statistical inference. Ability to analyze and interpret a wide variety of data using descriptive and inferential statistical methods
Proficiency in working with analytical software (e.g., SPSS, Stata, R, Excel, NVivo)
Evaluation design and implementation, including an understanding of Culturally Responsive and Equitable Evaluation (CREE) approaches
