PLANNING PROGRAM MANAGER 2
The State of Arizona is seeking a Planning Program Manager 2 to manage and ensure the success of the Department's Planning to Programming (P2P) process and development cycle. The role involves serving as a liaison with various planning organizations, supervising tribal planners, and coordinating with stakeholders to support a holistic statewide transportation program.

Responsibilities
Provides important technical, program and project management expertise, manage and direct work of staff to develop the P2P process and annual P2P program cycle (P2P)
Provides important technical, program and project management expertise, manage and direct work of staff to facilitate. Metropolitan Planning Organization (MPO) and Council of Government (COG) planning, guidance and oversight
Provides important technical program and project management expertise, manage and direct work of staff to provide planning-related performance, manage planning studies to support planning, programming, and the linkage of planning to programming
Provides important technical, program and project management expertise, manage and direct work of staff to conduct and manage, planning studies to support planning, programming. and the linkage of planning to programming
Serve as a vital resource for the Multimodal Planning Division to ensure appropriate, cooperation, coordination, and communication between internal and external transportation partners, and stakeholders
Qualification
Required
Bachelor's Degree in Planning, Geography, Business, or other related / relevant field
Five (5) years experience in transportation planning and/or transportation programming
Valid Arizona Driver's License with valid 39 month MVR
Knowledge of Program Management
Knowledge of Development of major, statewide transportation improvement programs
Knowledge of Federal and state laws and regulations governing transportation planning and Programming
Knowledge of Standard industry practices and processes in transportation planning and programming at the federal, state, Metropolitan Planning Organization (MPO) and local levels, including federal aid, highway financing and fiscal constraint principles
Knowledge of Principles, methods and tools to conduct studies, research, analysis and report preparation
Skill in Applying the principles of leadership
Skill in Verbal and written communication abilities to effectively communicate with ADOT personnel, stakeholders, consultants, and public
Skill in Management/leadership techniques
Skill in Project management
Skill in Listening, problem solving, and decision making
Skill in Implementing, supporting, and promoting ADOT procedures and policies
Skill in Microsoft Office Suite and Google Workspace
Ability to Grasp complex concepts
Ability to Successfully prepare and deliver technical written, oral, and electronic presentations to a variety of groups
Ability to Manage time effectively
Ability to Prepare reports as needed
Ability to Successfully interact with subordinates, superiors, officials and the public
Ability to Successfully lead and manage a transportation program
Ability to Successfully lead, manage/coach individuals and teams
Ability to Develop and oversee the development of studies, technical reports, memorandums
Preferred
Master's Degree in Planning, Geography, Business, or other related / relevant field
Experience in development of transportation improvement programs in state, metropolitan and/or local government is highly desirable
Prefer minimum of five (5) years experience in transportation programming and/or transportation related field
