Responsibilities
Lead the elicitation, analysis, and documentation of functional and non-functional requirements for Jira workflows, automation, integrations, and digital approval processes
Translate business needs into clear deliverables including BRDs, functional specifications, user stories, acceptance criteria, and process flows
Ensure requirements are complete, traceable, testable, and aligned with agency objectives and State technology standards
Support backlog refinement by maintaining well-defined and prioritized user stories
Act as the primary liaison between business stakeholders, product owners, and technical teams
Facilitate stakeholder workshops, requirement reviews, process walkthroughs, and solution demonstrations
Collaborate with cross-functional teams to validate requirements, manage scope, and address changes
Communicate complex technical information in clear, business-friendly language
Contribute to sprint planning, backlog grooming, sprint reviews, and retrospectives
Partner with product owners and delivery leads to ensure requirements align with sprint goals and release timelines
Assist in defining acceptance criteria and supporting User Acceptance Testing (UAT)
Develop and maintain comprehensive documentation using Jira and Confluence
Create process maps, workflow diagrams, and artifacts for current and future-state processes
Ensure documentation meets enterprise standards and audit requirements
Ensure solutions comply with PII handling, data privacy, audit controls, and Section 508 accessibility requirements
Support governance processes by aligning requirements and solutions with State technology policies and security guidelines
Assist with audit inquiries by providing clear documentation and traceability
Qualification
Required
6+ years of experience as a Business Analyst supporting IT projects, including enterprise workflow automation in Agile environments
Proven ability to elicit, document, validate, and manage functional and non-functional requirements
Strong experience writing user stories, defining acceptance criteria, and creating process maps
Proficiency in Jira for backlog management and Agile workflows
Strong working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint)
Familiarity with Confluence for documentation and knowledge sharing
Excellent facilitation and collaboration skills with experience leading workshops and solution reviews
Working knowledge of PII handling, Section 508 accessibility standards, and audit/compliance requirements
Exceptional written and verbal communication skills with the ability to effectively bridge business and technical teams
Preferred
CBAP, PMI-PBA, Agile Business Analyst, or similar professional certification
Experience working with public sector or government agencies
Proficiency in BPMN and UML diagramming techniques
Hands-on experience with Microsoft Visio or similar tools
Familiarity with enterprise platforms and integrations such as Adobe Sign, Microsoft Power Platform (Power Automate/Power Apps), and ServiceNow
