Deputy Director, Operations & Engineering
Howard University is seeking a Deputy Director, Operations & Engineering to support the Executive Director in leading technical operations and custodial services. This role is responsible for ensuring reliable operation of building systems and maintenance programs while providing operational leadership and supervising managers.

Responsibilities
Directs technical operations, including utilities, HVAC, electrical, mechanical, and life-safety systems
Oversees custodial operations, ensuring service quality, cleanliness, and responsiveness
Collaborates with EHS teams to ensure safe working environments, regulatory compliance, and risk mitigation
Implements preventive and predictive maintenance programs to extend the life of University assets
Ensures compliance with OSHA, EPA, fire/life safety, and related regulations
Monitors contract performance for custodial and technical service vendors, ensuring adherence to SLAs and performance standards
Establishes performance benchmarks and KPIs to evaluate operations, timeliness, and service quality
Provides leadership in emergency response, disaster recovery, and continuity of operations for facilities systems
Guides staff development, technical training, and succession planning for operations teams
Performs other related duties as assigned
Qualification
Required
Bachelor's degree in engineering, facilities management, or related field
7–10 years of experience in operations and engineering management
Strong knowledge of building engineering systems, custodial operations, and EHS compliance
Demonstrated ability to lead large operational teams and technical service providers
Analytical and problem-solving skills with a focus on preventive solutions
Commitment to operational excellence, service quality, and safety culture
Ability to develop long-term strategies that balance financial sustainability with operational excellence
Strong interpersonal, analytical, and problem-solving skills with focus on accountability and innovation
Commitment to service quality, timeliness, and the University's mission
Preferred
Master's degree
CEFP or equivalent technical credential
