Responsibilities
Represent the organization’s interests before federal, state, and local government officials, regulatory agencies, and legislative bodies
Develop and execute government affairs strategies that support telecommunications policy priorities, including broadband expansion, infrastructure funding, permitting, and regulatory compliance
Monitor and analyze legislative, regulatory, and policy developments impacting the telecommunications industry; assess risks and opportunities and provide strategic recommendations to leadership
Build and maintain strong relationships with elected officials, regulators, agency staff, and key industry stakeholders
Engage in and represent the organization within relevant telecommunications trade associations, coalitions, and advocacy groups
Analyze proposed legislation, rulemakings, and policy changes; provide clear guidance on potential business and operational impacts
Prepare and deliver written and oral testimony, comments, and position papers for legislative hearings, regulatory proceedings, and public forums
Collaborate with internal teams (Legal, Regulatory, Operations, Engineering, Finance, and Executive Leadership) to ensure coordinated messaging and policy alignment
Ensure compliance with all lobbying, ethics, disclosure, and campaign finance laws and regulations at the federal, state, and local levels
Support grant-related advocacy efforts (e.g., broadband funding programs) when applicable
Qualification
Required
Bachelor's degree in Political Science, Public Policy, Government Relations, Law, or a related field required
A Minimum 5–7 years of experience in government affairs, lobbying, public policy, or regulatory advocacy, preferably within a highly regulated industry
Demonstrated knowledge of legislative and regulatory processes at the federal, state, and local levels
Proven ability to build, manage, and sustain effective relationships with policymakers, regulators, and industry leaders
Strong analytical skills with the ability to translate complex policy issues into clear, actionable guidance for executive leadership
Excellent written and verbal communication skills, including the ability to persuasively represent organizational positions to diverse audiences
Strategic thinker with strong judgment, discretion, and the ability to navigate politically sensitive environments
Experience engaging with telecommunications regulatory agencies (e.g., FCC, state public utility commissions)
Knowledge of broadband funding and infrastructure programs
Ability to manage external consultants or contract lobbyists
High level of integrity and commitment to compliance and ethical advocacy
Valid Driver's License
Travel up to 30-40%, particularly in multi-state or rapidly expanding telecommunications markets
Preferred
Master's degree preferred
Telecommunications industry experience strongly preferred, including familiarity with broadband policy, infrastructure regulation, FCC/state PUC frameworks, or right-of-way/permitting issues
