Financial Specialist 1 (Finance)

Responsibilities

Assist with the development of operating manuals, and the implementation of financial policies and procedures
Assess internal controls to safeguard public assets and ensure that segregation of duties are in place
Review the annual internal control assessment and make recommendation in operating procedures to tighten controls
Conduct child support financial audits
Reconcile electronic payments within the various court systems, ensuring payments are identified and posted accurately
Maintain the jointly and severally log to track payments and apply verified credits to avoid overpayments
Prepare cash receipts and daily deposits
Verify cash balances
Ensure funds are posted to the correct account; review daily receipts and monthly reports and reconcile bank accounts
Maintain a log to track non-sufficient fund (NSF) checks, preparing adjusting entries and following up on recoupment efforts
Prepare financial reports, reconciliations, and analyses
Work with Financial Specialist team regarding Guardianship review partnership with Passaic County Surrogates Office
Review system reports and resolving discrepancies
Oversee, prepare, and reconcile escheat data to report unclaimed property items in accordance with MS Bulletin 209
Assist internal and external auditors
Prepare, process, and submit inter-agency funds transfers to BCM unit to correct errors and creating supplemental off-line subsidiary ledgers utilizing Excel, QuickBooks, and/or manual spreadsheets
Assist team members with work in progress and cross training
Perform other work duties or responsibilities as assigned by the Court Executive 2B (Finance Division Manager) and/or Court Executive 1B (Assistant Finance Division Manager) as operationally required

Required

Graduation from an accredited college or university with a bachelor's degree including or supplemented by 21 credit hours in accounting, business administration, economics, public administration, statistics, mathematics, data analytics and/or financial related courses
Six of these credit hours must be in accounting
Three years of professional accounting, auditing, budgeting, cash management and/or financial analysis
Applicants who do not possess the required education, but do possess the 21 accounting, business administration, economics, public administration, statistics, mathematics, data analytics and/or financial related courses, including six accounting credit hours, may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits
A master's degree from an accredited college or university in business or public administration, economics, accounting, statistics, mathematics, data analytics or finance may be substituted for one year of general experience
A CPA designation may be substituted for one year of general experience as indicated above

An unofficial transcript is required in order to apply
Degrees conferred outside of the United States must be evaluated by a recognized evaluation service
Driver's License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations
Newly hired employees must agree to a thorough background check that will include fingerprinting
In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the 'New Jersey First Act,' all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey
