Program Manager (Acquisition - Federal Agency)

Responsibilities
Direct all phases of the acquisition/grants lifecycle from planning through closeout
Lead cross-functional teams of specialists supporting the Director/Deputy Director
Develop innovative solutions to improve financial performance and operational efficiency
Develop comprehensive acquisition plans and milestone schedules
Conduct market research (RFIs, sources sought, Industry Days)
Prepare and review critical documentation (SOWs, PWS, SOOs, SONs)
Oversee solicitation development and evaluation processes
Analyze program effectiveness using quantitative/qualitative metrics
Develop and implement improved policies and procedures
Guide administrative teams delivering essential financial/operational support
Qualification
Required
10+ years in federal procurement/grants management (DoD, HHS, or similar agencies)
10+ years managing programs, projects, and personnel in federal contracting
Mastery of FAR/DFARS regulations and federal grant policies
Experience with PRISM or similar contract writing systems
Proven track record managing multi-year portfolios >$500M
