Chief of Investigations - Non Merit
NEOGOV is seeking a Chief of Investigations for the Baltimore County Office of Inspector General, responsible for leading complex investigations into fraud, waste, abuse, and employee misconduct. The role involves overseeing investigative staff, approving reports, and ensuring compliance with policies and procedures while also conducting investigations as needed.

Responsibilities
Assign and oversee all aspects of the work performed by the Office’s investigators and management analyst. This includes managing and reviewing the following investigative activities: resolving complaints in a timely manner; developing and evaluating requisite predication; preparing and executing investigative plans; identifying relevant policies and regulations; requesting and analyzing records for evidentiary value; identifying witnesses to be interviewed; developing interview strategies; and ensuring all investigative steps are sufficiently and accurately documented
Review and approve all internal and external investigative reports prepared by members of the investigative team. Ensure the investigative team is properly documenting their activities in the Office’s case management system. Ensure all activities performed by the investigative team are in adherence to the Office’s established policies and procedures
Direct the daily operations of investigative staff. Such direction shall include mentoring, training, promoting collaboration, and evaluating performance
Assist the Inspector General and the Deputy Inspector General as needed with setting goals for the Office, tracking statistics, identifying necessary resources, formulating budgets, and developing policies and procedures
Liaison with local, state, and federal law enforcement partners and other agencies as needed to further investigations and to prevent duplication of work. Correspond with County agencies when necessary to schedule interviews, request records, and identify relevant policies. Collaborate with the County Auditor on matters of mutual interest
Perform outreach to Baltimore County government personnel and members of the community to increase awareness of the Office and to promote its mission
Qualification
Required
Ten (10) years of experience in conducting complex criminal or administrative investigations
Prior law enforcement or investigative management experience
Two years' experience managing a team of investigators, attorneys, or professional staff
Strong understanding of federal, state, and local laws, particularly those related to fraud, misconduct, and administrative procedures
Excellent verbal and written communication skills to prepare detailed reports and present evidence
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position
Diplomas or transcripts must show the applicant's major field of study
