Responsibilities

Perform daily on-site quality assurance (QA) surveillance/inspections to verify construction work complies with contract plans, specifications, UFC/USACE standards, and approved submittals
Attend and document Contractor Quality Control (CQC) control phases/meetings; provide QA observations and communicate issues requiring correction
Document results of QA activities and tests, identify deficiencies, track contractor corrective actions, and record verbal instructions given to contractor personnel
Monitor progress of work and potential delays; record weather, manpower/equipment, materials, and other factors affecting schedule/performance
Identify and elevate issues that may lead to change orders or findings of fact; support preparation of documentation for contract administration
Collect/secure samples for required laboratory testing when applicable; review and report test results to support acceptance decisions
Monitor and document safety plan compliance and any safety infractions observed; report and track corrective actions
Maintain thorough QA records in USACE Construction Management systems of record (e.g., RMS) and project files; support closeout documentation as required
Coordinate with Government staff (COR, Area/Resident Engineer, Project Engineer) and contractor supervisors to resolve quality issues promptly while maintaining professional working relationships

Required

5–10+ years of construction inspection or QA experience on Federal or DoD construction projects
Demonstrated experience supporting USACE or NAVFAC construction projects
Working knowledge of USACE QA/QC processes, RMS/QCS systems, and EM 385-1-1 safety requirements
Experience interpreting construction drawings, specifications, and submittals
Minimum construction experience of 5 years
Plan and specification interpretation expertise
Knowledge of construction (means methods and techniques) and contract administration
Knowledge in Building Codes and Standards
Strong interpersonal skills and the ability to work collaboratively with diverse teams, including military personnel, civilian engineers, and construction contractors
Ability to pass security background check via fingerprint investigation and pass access request thru Trusted Associate Sponsorship System (TASS)
American citizenship with a valid Real-ID state-issued driver's license
Bachelor's degree in Engineering, Construction Management, Architecture, or related field preferred
OR equivalent combination of education and progressively responsible construction QA experience
Relevant certifications (e.g., CQM for Contractors, ICC, OSHA 30) highly desirable
Construction inspection and quality assurance
