Responsibilities

Serve as Division Chief managing full spectrum of ICBM future capability development and technology insertion while ensuring employees are properly organized, trained, and equipped to execute the mission
Serve as the lead for contractual and funding sources for technical problem solutions, bridging the technology insertion chasm to delivering capability to ensure continued strategic deterrence in the face of evolving threats
Collaborate with NI and Air Force Global Strike Command peers to identify capability needs
Collaborate with ICBM Systems Technical Director to develop Technology Roadmaps including capability development and technology insertion, securing resources and inter-agency commitments
Monitor technology cost, schedule, performance, and risk; advises senior leaders on technology maturation, material development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule trade-offs
Develop and present technical and programmatic briefings to senior military and civilian leaders, government mission partners, and/or members of Congress
Perform personnel management tasks, such as assigning work, organizing and conducting training, acquiring necessary resources, and providing feedback
Leverage multiple funding sources and contractual strategies such as SBIR (Small Business Innovation and Research), Tactical Funding Increase (TACFI) and Strategic Funding Increase (STRATFI), Emerging Technologies, etc

Required

US CITIZENSHIP
Must be able to obtain and maintain a Top Secret/SCI security clearance and required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
To qualify as an Engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions
For Engineers, employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management 'Practitioner' certification category within required timeframe after appointment. A professional engineering degree at the bachelor's level from an ABET accredited institution is required
This position is designated as a drug testing position. The incumbent is subjected to pre-employment drug testing as a condition of employment, and participation in random drug testing thereafter
In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Work may occasionally require travel away from the normal duty station on military or commercial aircraft
Ten or more years of progressively complex experience in a Department of War (DoW) acquisition environment is required; experience including ICBM weapon system lifecycle management is highly desired
Refined communication and teamwork skills to effectively interface with internal and external stakeholders at all levels, as well as independence, assertiveness, self-reliance, and tenacity to get the job done is required

Preferred

Experience supervising and integrating a multi-functional workforce of Acquisition Managers, Logistics Management Specialists, Engineers, Computer Scientists, Finance and Contract Managers, and Information Technology Managers is highly desired
Experience working ACAT l programs with the understanding and knowledge to implement the government acquisition process as defined by Warfighting Acquisition University is preferred
Strong background in collateral, sensitive compartmentalized, and special access program security experience is highly desired
Understanding of Air Force and DoD requirements related to nuclear standards is preferred
An advanced engineering degree, such as a Master's or a PhD is preferred
For Acquisition Program Management Specialists, employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management 'Advanced' certification category within required timeframe after appointment
