Responsibilities

The Supervising Project Manager-Civil Engineer VI duties will include demonstrating a thorough understanding of MassDOT’s standards as described in the Standard Specifications for Highways and Bridges and the Project Development & Design Guide, reviewing and understanding each new edition of the Supplemental Specifications and each new Engineering Directive; conducting Design Public Hearings and Public Informational Meetings and ensuring to address community and public concerns in the project development process
The Supervising Project Manager- Civil Engineer VI will be responsible for maintaining accurate information in the MassDOT document repository ProjectInfo for every project assigned; for managing the design of transportation improvement projects by design consultants from PRC approval through construction contract award; for all administrative duties associated with a consultant contract
For In-house designed projects, the Supervising Project Manager-Civil Engineer VI is directly responsible for the preparation of or supervision and coordination of the activities of in-house designers in the preparation of conceptual designs, feasibility studies, roadway designs, and contract documents. The Supervising Project Manager-Civil Engineer VI coordinates the project development of newly assigned transportation projects with other Sections, Divisions, and agencies and provides training to less senior staff
For District or Consultant designed projects, the Supervising Project Manager-Civil Engineer VI is responsible of overseeing the planning, design and implementation of complete streets on all MassDOT projects; reviews or supervises the review of designs and reports which may include design exception reports, roadway geometry, intersection control evaluation, traffic analysis, environmental documents, and contract documents including Preliminary Contract Estimates, Earth Work Sheets, Detail Sheets, Special Provisions, and Financial Award Sheets for advertising or award of a contract; reviews Payment Voucher submittals and supporting documentation prior to approval and performs special assignments beyond the normal scope of Project Management
The Supervising Project Manager- Civil Engineer VI will be reviewing and approving scope and work hour estimates submitted by design consultants; they will be responsible of making sure that all work required for project development are included in the scope and that appropriate work hours are assigned and approved; they will also manage the spending of consultants and approve invoices
The Supervising Project Manager- Civil Engineer VI will coordinate with various sections within MassDOT. Those sections include the MassDOT Highway Design, Environmental, Right-of-Way, Traffic, and Bridge sections as well as the six Districts Offices where the transportation projects are taking place. Coordination also includes collaboration with the MassDOT Office of Transportation Planning and Program Management for projects funding and programming
Additional coordination with public agencies will include the Massachusetts Bay Authority (MBTA), The Department of Conservation and Recreation (DCR), The Department of Environmental Protection (DEP) along with the Commonwealth's municipalities. Coordination with Federal Highway Administration local office during project development will also be required for federally funded projects
Additional responsibilities will include attending legislative briefings on projects of local interests, regional conferences organized by MassDOT and others
The Supervising Project Manager-Civil Engineer VI will have a team of Project Managers assigned to them and will be responsible for the overall supervision of the assigned team and other requirements essential to managing projects and a team of project managers. The responsibilities will include staff development, mentoring and training including performing EPRS reviews for their team members. The team's staff shall also include a supervising CE-V who will be responsible for the supervision of 1-2 staff members. Responsibilities include ensuring that team members are meeting schedules and perform assigned duties and tasks satisfactorily. The Supervising Project Manager-Civil Engineer VI will also have an overall knowledge of the projects assigned to their staff, sufficiently enough to answer questions in case of the Project Manager’s absence and provide recommend action on projects

Required

At least six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials
At least four years of the required experience must have been in a professional capacity
At least three years of the required experience must have been in a supervisory capacity
Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required based on assignment
