NEOGOV is seeking a Business and Finance Officer II for King County Metro Transit's Vehicle Maintenance Division. Responsibilities

Employ conventional financial analysis techniques to create detailed cost breakdowns by cost center and expenditure types
Take ownership of certain financial and accounting processes and practices within VM (P-Card, Procurement, Expense Reclasses, Fixed Asset tracking, etc.) and make recommendations to optimize data integrity, efficiencies, accuracy, and consistency within the VM Division, and outside with accounting; as well as across the other divisions of Metro, as applicable
Assist in developing and preparing annual or biennial budgets, analyze, and monitor actual expenses and formulate quarterly spending projections
Regularly monitor expense entries, trends, variances, and anomalies in order to provide insight, analysis, and recommendations on finances and business processes to support division or section leadership in decision-making and maintaining the financial health of the organization
Manage financial reporting to division and section leadership, Metro's Finance and Administration Division, and regional partners, occasionally presenting data at divisional or section business meetings
Work with divisional and section staff and Human Resources representatives to manage personnel counts and hiring
Provide project management support for budget development
Provide additional support to Division or Section leadership as needed
Other duties as assigned

Required

Two (2) years of experience or training in financial operations such as budgeting, planning, forecasting, reporting, procurement, and/or payroll in a large organization AND a Bachelor Degree in Business, Finance, Accounting, or related discipline; or any equivalent combination of experience and education which provides the applicant with the knowledge, skills and abilities required to perform the work
Intermediate to advanced skills in Excel – finding and securing appropriate data and being able to create complex spreadsheets from scratch; as well as reverse-engineer and revise existing spreadsheets
General understanding of project and financial accounting concepts and principles, including generally accepted accounting principles and indirect cost accounting
Ability to distill complex financial information into meaningful business analysis for a variety of audiences
Demonstrated ability to effectively apply problem-solving skills, including the capacity to define and analyze problems to determine appropriate solutions
Strong interpersonal and communication skills and ability to work productively with core workgroups, management, central budget staff, and outside agencies
Ability to work independently with strong organizational and time management skills in the face of conflicting and rapidly changing priorities

Preferred

Ability to develop financial strategies or plans and apply business analysis techniques
Knowledge of and experience with enterprise finance and King County Metro Vehicle Maintenance systems, processes, and analytical/reporting tools (such as M5, Oracle EBS, OBIEE (BI Insights), P-Card, Procurement, “POETA” coding system)
Working knowledge of King County Metro Vehicle Maintenance's organization – the division's workflow, work product, internal inter-dependencies, and overall processes
Experience and/or training specific to public sector and/or transit organization financials
Possesses a Master of Business Administration (MBA), or other post-graduate degree
