Responsibilities

Adopt ordinances, establish programs, levy taxes, appropriate funds, make appointments, and zone property in the unincorporated area
Represent the County on numerous intergovernmental bodies
Work in partnership with County staff to ensure the services and programs essential to the prosperity of Josephine County continue to be delivered

Required

Citizen of the United States
Elector (registered voter) under the Oregon Constitution (Article II § 2)
Resident of Josephine County for a period of six months preceding the next election
Prior experience in government roles or community-based leadership positions
Experience in governance, policy-making, or public service is valuable
Familiarity with county operations and/or local government regulations
Ability to develop and implement long-term and short-term plans for the county
Ability to utilize project management skills
Ability to lead diverse groups and manage conflicts
Proven track record of decision-making and problem-solving
Accountability for their work and actions, including to their staff
Upholding integrity
Strong verbal and written communication abilities, including public speaking
Demonstrate active listening to all members of the community
Ability to engage and collaborate with the community, stakeholders, and other officials
Ability to represent and advocate for the interests of constituents
Ability to work effectively with other commissioners, agencies, and community groups
Experience with computers, Microsoft products, and virtual meetings
Understanding of the specific needs and challenges facing the community
Awareness of local resources, demographics, and economic conditions
A commitment to transparency and ethical governance
The ability to disclose all financial interests and business relationships when it relates to Josephine County
The ability to recuse yourself from decisions where a personal, familial, or financial interest exists
Report any potential conflict immediately upon becoming aware of it
Use government funds, vehicles, staff time, and property only for official purposes
Do not use public resources for personal, political, or campaign activities
Protect confidential and classified information from misuse or disclosure
Active involvement in community service or local organizations
Innovative thinking to address future challenges

Preferred

Prior leadership of more than 30, in multiple departments preferred
Leadership classes or certifications would be beneficial to someone in this position
Understanding of budgeting, financials, and resource allocation (within local government preferred)
Master's degree + 3 years experience
Bachelor's degree + 5 years experience
Associate's degree + 7 years experience
High School Diploma or GED equivalent + 9 years experience
