Responsibilities

Serves as Lake Manager and Chief, Natural Resources Section, for a large geographical area, which includes a major reservoir project
The incumbent plans, coordinates, and directs the execution of complex and complicated natural resource and recreation programs
The Lake Manager is responsible for the development and implementation of a variety of complex and sometimes controversial natural resource management and protection programs that include fish and wildlife management, soil conservation, forestry and vegetation management, fire protection, cultural resources protection, lakeshore management, and resolution of encroachments on public lands
Directs the development and implementation of the Shoreline Management Plan for regulation of facilities such as floating structures, water and electrical lines, steps, walkways, and other improvements by adjacent property owners
Administers agriculture leases, recreation leases, and determines availability of project lands and waters for out grant and disposal purposes
Establish and oversee the continuing program of land and water patrols and inspections to prevent unauthorized use, trespass or destruction of property, and ensure visitor compliance with usage rules and regulations
Assures the integrity of project boundaries by managing an aggressive encroachment program affecting adjacent landowners
Directs surveillance of Project lands to prevent unauthorized encroachments, use, or trespass and to ensure compliance with applicable rules and regulations including 36 CFR 327
Supervises the development and implementation of policy and management plans for the protection of rare, threatened, and endangered plant and animal species, through the Endangered Species Management Plan (ESMP). Supervises the actions of an Endangered Species Management Team
Develops and implements Cultural resource policy and management plans to ensure compliance with all applicable Federal and State regulations
Coordinate and manage operation and maintenance of recreation facilities, including campground, picnic areas, boat launching ramps, marinas, historical sites, overlooks, and visitor/information center(s)
Responsible for recruitment and supervision of full-time and seasonal personnel engaged in the management, operation, and maintenance of lands and water. Sets performance standards and evaluates performance for subordinates
Develops and submits to the Operations Project Manager budget requirements for accomplishing scheduled work and inclusion in the overall District fiscal program and reviews current budget to prevent deviations
Provide assistance to the public and the submissions of regulatory permit applications under the Section 10 and Section 404 programs
Coordinates with the public through public meetings, personal contacts, and/or written correspondence all aspects of the programs with users of the resource including elected and appointed officials, adjacent landowners, private organizations, and Federal and state resource management agencies
Promotes acceptance, understanding, and compliance of Government policies and objectives in meeting the needs of the general public with respect to the use of public lands and lake areas
Establishes and maintains continuing working relationships with personnel of Federal, state, local, and tribal agencies to exchange ideas and information on methods, problems, and development of mutual interest to coordinate work on adjoining lands, or to plan and coordinate joint projects

Required

Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or combination of education and experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
