Accounting Manager - Department of Finance and Budget
NEOGOV is seeking an Accounting Manager for the Calvert County Department of Finance & Budget to lead and oversee the County’s accounting and financial reporting operations. The role involves ensuring compliance with GAAP and GASB, managing day-to-day accounting functions, and supporting audits and financial reporting activities.

Responsibilities
Manages day-to-day accounting operations to include general accounting, payroll, accounts payable and accounts receivable
Assists with the preparation of the Comprehensive Annual Financial Report
Responsible for the accuracy, completeness and timeliness of the general ledger, subsidiary ledgers and data in other accounting software systems that directly support the county’s financial reporting. Ensures the integrity and compliance for the county’s financial statements and reporting including GASB pronouncements and GAAP principles
Prepares and analyzes financial schedules/models to monitor debt position, fund balance position, and investments
Assists with the County’s debt insurances, including; preparing crediting agency presentations and preliminary offering statements
Analyzes on a daily basis the County's cash position and investment activity
Plans and directs (or assists the Deputy Director) with electronic (or other) systems selection, implementations, and related training
Recommends appropriate investment strategies in compliance with the County’s investment policy
Prepares, and assists with the compilation of schedules, footnotes and financial statements for the audited Annual Comprehensive Financial Report, and coordinates audit activities including assisting with the prepared by client check list
Coordinates with other departments and outside parties for various auditor requests
Prepares Uniform Financial Report for State Legislative Auditor
Prepares continuing disclosure statements for bond council
Stays apprised of changes in accounting pronouncements and standards
Serves as technical accounting resource for the County to include reporting and resolving software errors
Speaks at various professional association functions concerning financial practices and systems of the County Government
Demonstrates financial systems to visitors
Performs related work as required
Qualification
Required
Bachelor's degree in accounting
Five years of high-level accounting experience, preferably in governmental accounting which must include two years of considerable experience managing staff, daily operations, customer service and policy development and implementation
