Project Contract Manager - CDT Engineering

Responsibilities
The Project Contract Manager position play an integral role and are responsible for procuring and managing contracts for professional engineering and architectural services required to prepare bid ready design packages in accordance with ANTHC policies and applicable design standards. Once the design is completed this position also solicits and manages construction contracts to construct projects designed by both in-house forces and consultants
Manages Architect/Engineer term consultant provided design services, and construction services via contract for complex sanitation, energy, and health facility projects in rural communities
Ensures contracts are consistent with management’s goals, policies, and procedures. Assures that all clarifications and amendments of negotiations are incorporated into the final contract. Ensures compliance with all local, tribal, state, and federal rules, regulations and permits. Reviews design contract deliverables. Ensures necessary procedural controls exist and milestone and final inspection and completion of facilities
Writing Requests for Proposals (RFP) and Scopes of Work (SOWs); calculating and developing the pre-solicitation estimates; serving on the consultant selection committees; negotiating the contracts; and preparing the Notices to Proceed
Monitoring and administering the consultant contracts for performance, billings and payments, and negotiating contract amendments
Reviewing consultant workflow and work products and directing changes, as necessary. Tracking and adjusting consultant progress and adherence to project scope, schedule, and budget to ensure timely deliverables and efficient delivery of contracted services
Coordinating technical design issues with DEHE functional groups, community / regional stakeholders, consultants, holding scheduled progress meetings, and coordinating milestone reviews with the project team and external stakeholders, as necessary. Facilitating flow of submittal and review comments among stakeholders for multiple projects
Assist with determining delivery methods to complete projects
Manage projects cradle to grave (planning, design, construction)
Writing Invitation for Bids (IFB) – Division 0 / Contracting documents
Oversee and manage the project design process to assure Communities needs are met within the proposed budget and schedule
Leading pre-construction meetings, participating in weekly construction meetings, visit site(s) to monitor construction progress, process ASIs/RFIs, review/process Contractor and A/E pay applications, view and negotiate change order requests, prepare contract amendments, prepare monthly project status reports, monitor the project schedule, budget and risk management, maintain document control files, and general project close-out activities
Review contractor submitted schedules, provide feedback to stakeholders on construction progress, make corrective action recommendations to Contractor should critical path schedule delays become an issue
Project Contract Manager I Assists in the development of contracts, project scopes and objectives
Assists in the development of detailed work plans, which include clear milestones and assignment of project task responsibilities and schedules. Assists in negotiation of cost and contract terms. Assists in the management of contracts and various types of projects
Manages small planning, design, and construction projects
Requires a low level of experience in various delivery methods (design-bid-build, design/build, construction manager / general contractor)
Project Contract Manager II Leads the development of contracts, project scopes and objectives. Develops detailed work plans, which include clear milestones and assignment of project task responsibilities and schedules. Leads the negotiation of cost and contract terms
Requires a medium level of experience design-bid-build. Serves as the lead contact for internal and external customers on assigned projects. Provides guidance and mentorship to other Project Managers within the department. Performs all position duties and supports training, scheduling staff and department workflow. Acts as a role model, mentor, and subject matter expert by assisting leader in guiding employees
Project Contract Manager III Leads the development of project scope and objectives. Develops detailed work plans, which include clear milestones and assignment of project task responsibilities and schedules. Leads the negotiation of cost and contract terms
Requires a high level of experience in various delivery methods (design-bid-build, design/build, construction manager / general contractor) and complex projects. Serves as the lead contact for internal and external customers on assigned projects and communicates with senior management and/or functional area manager regarding status of specific projects. Provides guidance and mentorship to other Project Managers within the department. Performs all position duties and supports training, scheduling staff and department workflow. Acts as a role model, mentor, and subject matter expert by assisting leader in guiding employees
Qualification
Required
A bachelor's degree in project management or related field
Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education
Project Contract Manager I Non-supervisory - Four (4) years professional work experience managing projects or working in positions using all the aspects of planning, design, and implementation of projects
An equivalent combination of relevant education and/or training may be substituted for experience
Project Contract Manager II Non-Supervisory - Six (6) years professional work experience managing projects or working in positions using all the aspects of planning, design, and implementation of projects
Project Contract Manager III Non-Supervisory - Eight (8) years professional work experience managing projects or working in positions using all the aspects of planning, design, and implementation of projects
Knowledge and proficiency with MS Project, Excel, Word, PowerPoint and Visio
Knowledge of principles of engineering and construction contracting and management
Knowledge of applicable environmental health statutes, rules, regulations, ordinances, codes administrative orders and other operational guidelines and directives
Knowledge of the principles and practices of engineering and construction project management
Knowledge of design-bid-build, CM/GC, design/build, and other project delivery methods
Knowledge of Primavira Submittal Exchange ® or similar program
Knowledge of Masterformat and specifically expertise in divisions zero and one
Skill in assessing and prioritizing multiple tasks, projects and demands
Skill in effectively working with teams managing and leading staff, and delegating tasks and authority
Skill in evaluating the work of contractors and consultants for compliance with project plans, specifications and applicable laws, ordinances and policies
Skill in reading specifications, evaluating technical drawings and schematics
Skill in establishing and maintaining cooperative working relationships with co-workers, consultants, contractors, and representatives from village communities and state and Federal agencies
Skill in operating a personal computer, utilizing a variety of software applications
Skill in oral and written communication
Preferred
Project Management Professional (PMP) or Construction Document Technology (CDT)
