Responsibilities

Exercises expertise in contract cost and price analysis for the most complex procurements, which typically involve development of theoretical approaches that extend existing methods of procurement instruments
Prepares pre- and post-award price and cost analyses of contractor proposals and establishes pre-negotiation pricing position
Analyzes forecasted price trends, economic factors, and efficiencies in production for future accounting periods
Conducts in-depth analysis of proposals to evaluate the reasonableness of proposed contract prices
Prepares comprehensive recommendations that significantly affect the content, interpretation, or negotiation objectives concerning cost, profit and price, and provides advice on cost and price matters
Prepares formal in-depth cost analysis reports, which set forth the recommended negotiation positions and form the primary basis for final negotiation

Defense Acquisition Workforce position. Must complete DoD certification and other requirements
A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector
Calculating direct and indirect cost rates, material costs, and direct labor hours
Applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of a variety of contract types
Demonstrates familiarity with business strategy and program or technical requirements sufficient to perform analysis of financial statements and technical capabilities
Contracting knowledge of current industry practices for those commodities to evaluate the reasonableness of proposed costs and prices
Applying knowledge and use of Defense procurement and/or contracting laws, regulations, and policies
