Responsibilities

Oversees the general administration of the Information Technology Department, Records Management and Warehouse Department and the Records Imaging Department (Project)
Responsible for the administration of contracts and agreements for the department or county as needed
Assists in preparing agenda items that require approval of the Commissioners’ Court
Assists in the preparation of the annual operating and capital budgets and monitoring expenditures for the departments and projects
Oversees the preparation of requisitions and purchase orders for the acquisition of hardware, software, and services in support of the county departments
Coordinates with county departments and vendors in preparing agreements and contracts
Assists in establishing IT departmental goals, objectives and operating procedures
Interacts with equipment service and vendor personnel
Assists in development and execution of a county-wide disaster recovery and business continuity plan
Demonstrates and maintains ongoing awareness of advancements in the information technology field
Works with county departments to become familiar with systems and functions as related to information technology
Attends meetings, conferences, and training sessions relevant to information technology projects and county requirements
Must be familiar with state laws, statutes, policies, and practices regarding systems and procurement methods
Provides project management as necessary in high priority or complex projects
Must be able to facilitate project planning as designated by the Director
Ensures IT system operation adheres to applicable laws and regulations
Assists in preparing reports to inform Commissioners Court and department heads on project status and deviation from goals
Oversees and directs IT personnel by establishing performance expectations, providing leadership and mentorship, conducting evaluations, directing projects, and ensuring staff development aligns with organizational goals as assigned by the Director
Must be knowledgeable with the hardware, software, and network components used with the information technology field
Defines and communicates plans, policies, and standards for the organization for acquiring, implementing, and operating IT systems
Promotes and oversees strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations
Responsible for the management of records in accordance with the Texas State Library and Archives Commission
Performs such other duties as may be assigned

Required

Any equivalent combination of experience, education, or training which provides the required knowledge, skills, and abilities
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Ability to define problems, collect data, establish facts, and draw valid conclusions
Superior written and oral communication skills to include the ability to work effectively with county officials, department managers and supervisors, service providers, other jurisdictions and the general public
Demonstrated knowledge of financial management principles
Knowledge of contract negotiation requirements
Ability to develop and evaluate specifications
Superior knowledge of the principles, methods and techniques of information technology management to achieve the efficient and effective design of computer applications and hardware
Texas motor Vehicle Operator's License

Preferred

Bachelor's degree from a four-year college or university in computer science or management information systems
Four years of experience in the management of information technology organizations and projects
Associate Degree in computer science, networking
Six years of experience involving technical projects and preferred management of IT resources
