Responsibilities
Develop comprehensive policy guidelines to guide the legal assistance program and ensure alignment with federal, state, and local regulations, especially the Older Americans Act (OAA)
Establish and continually refine a statewide action plan, setting clear goals and objectives for the legal assistance program
Ensure legal resources are allocated effectively to address the most critical needs of older adults who are most at risk due to economic or social vulnerability
Collaborate with AAAs, SUAs, and legal service providers to create a shared vision for the statewide legal services program
Provide technical assistance and annual training to legal service providers and AAAs, ensuring they are equipped to deliver high-quality legal assistance
Develop and deliver training to Information & Referral staff to improve the quality and appropriateness of legal service referrals
Define the roles, responsibilities, and expectations of AAAs at all levels of the legal assistance delivery system
Monitor and assess the effectiveness of the legal services program to ensure it meets the evolving needs of the aging population
Foster collaborative initiatives that encourage participation from legal providers, aging adults, and other stakeholders, strengthening the legal assistance network
Develop strategies to engage community organizations and stakeholders in the legal services program, ensuring the inclusion of diverse perspectives
Develop and implement a standardized community needs assessment specifically for legal services, ensuring that legal priorities are clearly defined and understood
Create materials and resources to help AAAs communicate effectively with their communities about available legal services through outreach programs
Train legal service providers on how to prioritize referrals based on urgency and need, ensuring that resources are used efficiently and effectively
Establish clear roles and responsibilities for legal providers, ensuring consistency and quality in service delivery across the state
Qualification
Required
Strong knowledge of the Older Americans Act (OAA) and other relevant federal and state regulations governing legal services for older adults
Excellent written and verbal communication skills, with the ability to communicate complex ideas clearly and concisely to diverse audiences
Strong interpersonal skills and the ability to foster collaboration among diverse stakeholders
Experience in training, technical assistance, and capacity building for community service providers
Demonstrated ability to develop and implement strategic plans and goals
Requires membership in the Mississippi State Bar Association
At least 1 years of experience in program development, legal assistance, or working with aging populations, including direct experience in policy development and program management
Preferred
Experience working with Area Agencies on Aging (AAAs), State Units on Aging (SUAs), and legal service providers
Knowledge of aging resources and services, and experience working within the aging services network
Familiarity with community outreach strategies and public speaking
Bachelor's degree in law, social work, public administration, or a related field
A Juris Doctor (JD) or equivalent experience in legal services is highly desirable
