General Accounting Manager

Responsibilities
Oversees the day-to-day financial and accounting operations of the General Accounting Department with a focus on ensuring timely and accurate delivery of financial statements and reporting
Manages budgets, analyzes data, supervises staff, and supports decision-making to improve an organization’s financial health
Helps ensure the college maintains accurate and compliant financial records, policies, and practices
Expected to exemplify the principles detailed in the College’s Culture of Care framework, actively contributing to a supportive and thriving environment for our students, staff, and broader community
May be required to perform other duties as assigned
May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor
Qualification
Required
Thorough knowledge of accounting principles, regulatory requirements, and accounting policies and procedures in a higher education setting
Significant experience using automated accounting and financial systems in a higher education environment
Experience using automated procurement systems
Progressive accounting experience in several key aspects of accounting processes to include general accounting, accounts payable, accounts receivable, payroll, procurement, grants, fixed assets, project accounting, revenue recognition, budget, and lease accounting
Proficiency in process assessment and improvement
Proficiency in internal control assessment, improvement, recommendation and implementation of corrective action plans
Experience supervising accounting staff and functions
Experience in accounting functions of an interfacing agency
Experience effectively collaborating with a Central Office Finance Function to achieve a common objective
Thorough knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards
Thorough knowledge of month and year-end accounting cycles and processes to include revenue, accounts receivable, procurement, accounts payable, payroll, fixed assets, inventory, cash management, financial statement preparation, and external audits and reviews
Thorough knowledge of automated accounting systems and other systems that impact financial processes
Through knowledge of general ledger account structures and their relation to Financial Statements
General knowledge of Grant Accounting, Grant Reporting, Code of Federal Regulations (CFR), Title 2, Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
General knowledge of Leadership Strategy, Organizational Systems and Resource Deployment
General knowledge of Higher Education Accounting Standards, DOA Standards, and VCCS Standards
General knowledge of federal, state, and local regulation
Excellent accounting and financial analysis skills
Proficient with automated accounting systems
Proficient with Microsoft Office Suite
Strong organizational and time management skills (goal setting, prioritizing, planning & scheduling, & project planning)
Attention to detail with a focus on thoroughness, quality, and accuracy
Strong leadership skills
Effective oral and written communication skills
Strong communication and interpersonal skills and the ability to interact and work effectively with individuals at all levels

Understand and evaluate accounting and financial processes, make recommendations to improve financial accuracy, efficiency, and consistency and maintain/strengthen internal controls
Research, interpret and apply accounting practices and pronouncements
Compile, organize and present financial information in an understandable format to a variety of audiences
Read, interpret, and properly apply financial concepts and requirements
Research and resolve financial issues, respond to audit findings, identify corrective action plans, and manage implementation of corrective action plans
Interpret, apply and comply with accounting and regulatory requirements
Manage finite department talent and resources, monitor and assess performance, motivate others, and take corrective action when necessary
Consider and prioritize department, division, and college priorities in an effective and efficient manner
Develop and maintain effective interpersonal relationships for the benefit of the College
Initiate, encourage, and facilitate healthy dissention, in the best interest of the College, in a professional manner that promotes effective decisions while preserving professional and personal relationships
Provide critical feedback, deliver difficult information, redirect non-productive behaviors, and/or revisit decisions that may not be in the best interest of the College
Work independently or in a team environment
Work at all campus locations
Preferred
Experience managing multiple accounting functions in a college business office
Proficiency using Cardinal Financial Management and Human Resources software
Experience using Peoplesoft Accounting and Human Resource Systems
Experience using eVA
Prior experience in external or internal audit
Prior experience with a significant role participating in Sarbanes Oxley or ARMICS internal control assessments and testing
