Compliance Specialist 2
NYS Department of Transportation is seeking a Compliance Specialist 2 to oversee civil rights reporting programs and ensure compliance with equal employment provisions. The role involves conducting audits, providing technical assistance, and performing compliance reviews.
Civil Engineering
Responsibilities
Provide direct oversight, direction, and assistance for civil rights reporting program
Ensure contractors and consultants comply with contract provisions for equal employment, training, and Title requirements
Conduct site audits regularly to monitor and ensure subrecipient and consultant compliance with Federal and State rules and regulations, including accessibility requirements
Provide Local Program Area with technical assistance to maintain contractual compliance
Perform in-depth Federal Compliance Reviews
Submit reports for documentation to Main Office as requested
Investigate complaints from contractors, subcontractors, and consultants
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations
Qualification
Required
Seven years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations
Experience in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action
Experience in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector
One year of experience at the supervisory level
A bachelor's degree may substitute for four years of the non-supervisory experience
A master's degree may substitute for one year of the non-supervisory experience
Applicants must be currently authorized to work in the United States on a full-time basis
Candidates selected for appointment must provide an original document to prove their citizenship and/or legal right to work in the United States
Candidates for employment must have proper authorization to work in the United States at the time an offer of employment is made
The Department will not sponsor a nonimmigrant for a temporary employment visa (H-1B or similar), OPT STEM, or for permanent residence
Offers of permanent employment may not be made to nonimmigrants whose employment authorization is limited to a period of practical training (F-1 or similar)
