Assistant Director of Operations & Compliance (CRM2)

Oregon Housing & Community Services (OHCS) is searching for an individual to fill a key leadership role within our Disaster Recovery & Resilience (DRR) Division. This position involves managing the Operations and Compliance section, overseeing compliance initiatives, and representing the Agency during monitoring and audits.

Responsibilities

Manage the Operations and Compliance section of the DRR Division
Oversee both state and contracted staff and lead Division efforts on all Compliance initiatives
Ensure grant management and compliance and internal quality control and quality assurance of all program activities
Provide advice to other leadership positions on federal and state regulations
Serve as the designated compliance officer for HUD Monitoring, Audits, HUD Office of Inspector General Monitoring or Audits, or State Audits
Represent and advance the interests of the Agency during Monitoring and Audits
Interpret and provide technical advice to leadership on state laws, codes, and regulations
Serve as a primary representative of the Recovery and Resilience division in public forums, Housing Stability Council, Executive Team meetings, all-staff Meetings, division meetings, meetings with elected officials, and external stakeholder meetings when requested

Required

Six years of supervision, management, or progressively related experience
OR- Three years of related experience and a Bachelor's degree in a related field

Preferred

Extensive knowledge of the principles and practices of management including the ability to make decisions, motivate staff, direct work and prioritize objectives
Critical thinking skills including the ability to investigate & evaluate complex problems and resolve issues
Experience handling federal and state funds and responding to major disasters
Strong engagement experience and ability to create and maintain relationships with a diverse group of stakeholders
Excellent written, verbal and presentation skills, including public speaking
Experience promoting diversity, equity, and inclusion principles and practices in the workplace
