The consultant will support the CPPS and Civil Service List Management teams in delivering new system enhancements and ensuring stable operations across integrated mainframe platforms.

Responsibilities
Analyze, code, test, and implement enhancements for the NQU process within CPPS
Develop new features and enhancements for Civil Service List Management and CERTS creation for:
Non‐competitive class titles
Labor class titles
Review current system architecture to identify improvements and optimize user experience
Apply configuration updates and modify custom code as needed
Perform impact analysis to identify dependencies and potential effects on existing system modules
Validate functional updates and identify risks associated with development tasks
Participate in daily, weekly, and ad‐hoc meetings throughout the project lifecycle
Work closely with the team lead to establish priorities and sprint goals
Align development efforts with DCAS product roadmap and strategic objectives
Attend weekly status checkpoints with DCAS for progress reporting and requirement updates
Provide operational support and ensure complete unit, integration, and UAT testing
Qualification
Required
Deep hands‐on mainframe programming experience
Strong analytical capability
Impact analysis skills
Ability to execute the full SDLC (analysis → coding → testing → implementation)
Advanced COBOL programming (COBOL for z/OS)
Proficiency in JCL for job execution, optimization, and troubleshooting
Strong experience with TSO/ISPF for development and maintenance
Rexx scripting for automation tasks
DB2 for z/OS — SQL queries, stored procedures, performance tuning
CICS experience for online transaction programs (if applicable to modules)
Strong experience across the full SDLC in mainframe environments
Expertise in unit testing, system testing, integration testing, and UAT support
Experience participating in release planning and deployment coordination
Ability to prepare documentation and ensure compliance with enterprise standards
Strong skills in cross‐system impact analysis
Ability to troubleshoot batch failures, job abends, data issues, or integrations
Experience working in large, complex, and highly integrated environments
Preferred
Prior experience working for NYC government agencies
Experience with DCAS systems preferred
Familiarity with Civil Service List & CERTS workflows is a plus
