Senior Quality Assurance Manager
Jollibee Group North America is seeking a Senior Quality Assurance Manager to lead the Quality Assurance Department and ensure compliance with food safety and product quality standards. The role involves developing and implementing quality strategies, managing supplier quality, and overseeing the entire supply chain to maintain high standards of safety and quality for their products.

Responsibilities
Develop and execute the Jollibee Group Quality & Food Safety Strategy aligned with global standards and local regulatory requirements
Establish QA policies, frameworks, and Standard Operating Procedures (SOPs) covering sourcing, manufacturing, and logistics
Identify key risks, gaps and opportunities across suppliers, manufacturing, logistics and restaurants
Establish Quality Governance Frameworks & Policies
Develop, update, and enforce QA policies across: Supplier & Manufacturing quality, Import & regulatory compliance, Logistics & distribution food safety
Standardize food safety protocols, documentation, and approval workflows across all brands
Lead Risk Management & Food Safety Assurance
Conduct annual risk assessment across the entire supply chain
Establish control measures and monitoring programs aligned with risk level
Lead the development of crisis management protocols for food safety emergencies
Establish Governance for New Product Commercialization
Establish QA sign-off requirement at each stage: Pilot, test Market, Full Launch
Review and verify commercialization SOPS ensuring food safety validation, sensory and quality compliance, shelf-life and packaging approval, labeling and allergen correctness
Ensure R&D, Supply Chain, Marketing, Operations, and Legal follow QA checkpoints
Participate in the supplier approval process, ensuring all raw materials, ingredients, packaging and finished goods meet Jollibee, Red Ribbon, Chowking’s technical and food safety specifications
Oversee and conducts compliance checks following an established audit process, covering Good Manufacturing Process (GMP), Process Audit, Supplier Audit, Product Audit
Manage quality performance of local manufacturers, co-packers across US and Canada
Validate HACCP, FSSC 22000, GFSI, FDA, USDA, and CFIA compliance for all manufacturing partners
Ensure all products meet sensory, functional, and safety standards before commercial launch
Work with Research & Development (R&D) in the shelf-life analysis, microbiological testing, and quality monitoring and improvement programs
Partner with R&D on product improvements, reformulations, and commercialization processes
Oversee QA governance for warehouses and transport partners
Ensure maintenance of the cold chain, proper storage, handling First In, First Out (FIFO), and traceability
Conduct audits of warehouses and monitor temperature compliance systems
Perform other duties that are related, analogous or germane as required or assigned by immediate supervisor
Collaborate and initiate business meetings with team members, internal support functions’ units/departments and external clients to achieve desired results related to department’s projects/initiatives
Manage allocated budget for project/s and/or initiatives
Manage significant timelines and deliverables as agreed
Perform other job or Quality Assurance related assignments to develop oneself and/or share one’s expertise resulting to support work efficiencies
Qualification
Required
Bachelor's degree graduate in Food Science, Microbiology, Chemistry, Engineering, or any related field
At least 8 years of experience in Quality Assurance, Food Safety, or Manufacturing in the food industry
Strong experience with HACCP, FSSC 22000, GFSI schemes, USDA/FDA/CFIA regulations
Proven track record in supplier quality management, manufacturing oversight, and restaurant/retail food safety
Strong leadership, communication, stakeholder management, and crisis management skills
Professional certification i.e Good Manufacturing Practices (GMP) certification, Safe Quality Food (SQF) Certification, Occupational Safety and Health Administration (OSHA), Hazard Analysis and Critical Control Points (HACCP) certification, Good Housekeeping Practices (5S) certification, Certified Food Protection Managers (CFPMs) or Serv Safe Allergens
Six Sigma or Lean Certification
Expert knowledge in HACCP, FSSC 22000, GFSI standards
Strong understanding of FDA, USDA, CFIA, FSMA (including FSVP)
Ability to evaluate: Process controls, Critical Control Points (CCPs) and Prerequisite Programmes (PRPs), Microbiological risks, Shelf-life evaluation, Allergen Management
Deep understanding of manufacturing, processing, cold chain, and restaurant operations
Proficiency in interpreting lab results, sensory testing, product specifications
Strong analytical and problem-solving skills (Root Cause Analysis (RCA): 5 Whys, Fishbone, Fault Tree), Data interpretation (Statistical Process Control (SPC) and risk-based decision-making. Ability to use quality metrics, trends, and dashboards
Strong judgment in balancing risk vs. operational impact
Strong leadership and people management skills. Ability to build, coach, and develop QA teams and drive continuous improvement behaviors
Ability to work in a fast-paced environment and manage multiple priorities and make fast, accurate decisions under pressure
Ability to explain technical issues to non-technical audiences
Strong experience setting standards, policies, and compliance structures
Strong audit skills (GFSI, supplier audit, commissary audits)
Preferred
Master's degree or professional certification
Experience in multi-brand, multi-country, or QSR operations
