Analytical and Training & Procedures Manager
The California Franchise Tax Board is seeking an Analytical and Training & Procedures Manager to lead the Information Validation Section's training and analysis teams. The role involves overseeing staff, developing training strategies, and participating in enterprise-wide initiatives to enhance system operations and efficiency.

Responsibilities
Directly oversee a team of analysts by providing guidance and direction to facilitate work-flow and ensure optimum section efficiency and effectiveness
Indirectly oversee the IVS training team through a Tax Program Supervisor. Working with section management and members of the team to ensure staff receive the appropriate amount and type of training
Coordinate the sections for non IVS training needs; develop long-range training strategies and plans which support the section's goals and hiring plans; select, train, coach, and mentor subordinate staff; evaluate performance and provide career counseling and development; foster a work environment that promotes open communication and teamwork, and prepare annual and probationary reports
Oversee the preparation of various issue papers, project plans, project reports and other written reports as necessary; assist in the analysis, development and administration of the Section's operational, resource and budgetary plans; participate in the areas of recruitment, interviewing, hiring, training, staff development, and workload management; assist in identifying resources and hiring needs, and act as the Assistant Section Manager when needed
In partnership with the IVS Management team, represent the Section and Bureau on various enterprise-wide teams including team related to Return Analysis, provide input regarding business requirements, participate in design and testing sessions; and work with leadership team on the development of a communication and change management training plan, as needed, for the Section

Required
Ability to develop and implement strategic, tactical, and operational plans, and lead the organization through change to achieve program goals
Knowledge of and experience with Personal Income Tax programs, processes, and systems, including the Franchise Tax Board's enterprise systems and the Return Analysis processing environment
Knowledge of and experience with Enterprise Data to Revenue projects, business requirements development, and system-related initiatives
Strong ability to plan, organize, prioritize, and manage multiple complex, sensitive workloads in a fast-paced environment with shifting priorities
Demonstrated analytical and problem-solving skills, including the ability to evaluate issues, develop solutions, and implement effective improvements

Ability to recognize when priorities or resources must be shifted to address changing goals, workloads, or operational needs
Experience reviewing, monitoring, and evaluating the work of others to ensure accuracy, consistency, and compliance with procedures, directives, and policies
Knowledge of project management principles, techniques, and methodologies
Demonstrated experience working across diverse programs, activities, or organizational areas, providing a broad understanding of departmental and enterprise-wide operations
