Responsibilities

Overseeing the annual execution of $35B+ for the enterprise from various funding sources (Civil Works, Military Programs, etc)
Managing an annual budget exceeding $35 million, ensuring efficient budgeting, cost savings, and long-term planning
Leading the Finance Center by managing over 200 employees across two geographical locations, and providing executive leadership in finance and accounting programs worldwide
Developing, implementing, and enforcing finance and accounting policies, ensuring compliance with federal guidelines and regulations
Serving as Program Manager for CEFMS II, overseeing system maintenance and enhancements, and ensuring smooth accounting operations and audit readiness
Maintaining internal controls and ensuring compliance with the Chief Financial Officers (CFO) Act, safeguarding financial assets and records
Working with and advising leaders at District, Division, HQUSACE, HQDA and OSD levels
Representing USACE at meetings with the Army Staff, Defense Finance and Accounting Services (DFAS), Office of Management and Budget (OMB), Department of Treasury, General Accounting Office and other agencies

Required

Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
Completion of the requirements for a degree that included substantial course work in accounting or auditing
One year of specialized experience which includes: Experience in applying federal accounting standards, fiscal law, policies, and regulations to develop innovative accounting and finance strategies for Military, Civil Works, and Revolving Fund activities
Providing oversight in the maintenance and enhancement of governmental accounting systems to ensure efficient financial operations
Providing both technical and administrative direction to staff
Providing strategic oversight of finance programs, interpreting policies, formulating new directives to improve financial operations, enforcing compliance with the CFO Act, addressing major financial management challenges, and leading teams in financial management and program analysis
