Responsibilities

Directs the recruitment, hiring, onboarding, and retention of a high-performing project delivery team, including project managers, program managers, and portfolio leaders. Establishes clear performance expectations, conducts evaluations, and ensures alignment with organizational standards, professional development pathways, and growth opportunities. Creates a culture of continuous improvement, accountability, and shared ownership for outcomes, while ensuring alignment with the EPMO operating model
Develops and manages the EPMO operating and capital budgets, ensuring alignment with enterprise priorities and IT financial strategies. Provides financial governance for project investments across portfolios, including forecasting, cost tracking, benefit realization, and resource optimization. Performs vendor negotiations for project tools, platforms, and services. Ensures compliance with procurement standards. Manages vendor performance to contractual expectations. Ensures transparent financial reporting, timely variance analysis, and adherence to established financial controls
Communicates a unified enterprise vision for project, program, and portfolio management aligned to organizational goals and the EPMO strategy. Translates the vision into actionable projects and activities, ensuring consistent application of project management methodologies enterprise wide. Ensures consistent, standardized application of project management practices across all cross-functional initiatives, reducing variability and improving delivery predictability. Promotes adoption and engagement through leadership communication, education, and change management strategies
Participates and may lead or facilitate enterprise governance bodies, steering committees, and task forces responsible for prioritization, investment decisions, and risk mitigation. Ensures project intake processes, scoring models, and prioritization frameworks are applied consistently across business units. Oversees the execution of the delivery franchise model, ensuring alignment to standardized processes, roles, responsibilities, and quality expectations. Ensures projects adhere to governance checkpoints, documentation standards, compliance requirements, and risk management practices
Leads cross-functional teams to drive project execution excellence under a franchise delivery model, ensuring consistent implementation standards, quality assurance, and performance measurement across all portfolios. This position Partners closely with executive leaders, operational stakeholders, and technology teams to advance enterprise strategy, optimize project delivery capabilities, forecast enterprise capacity, and ensure that investments yield measurable value
Defines and monitors KPI dashboards, scorecards, and performance indicators that measure delivery health, project outcomes, resource capacity, and value realization. Creates standardized project governance frameworks, metrics, and portfolio management processes to ensure visibility and accountability. Measures performance against established objectives and uses insights to drive continuous improvement in processes and tools
Engages staff and leaders throughout the organization to develop and deliver consistent project management practices, tools, and reporting capabilities that drive successful project outcomes. Collaborates with clinical, revenue cycle, operational, and IT leaders to ensure project alignment, risk management, and stakeholder engagement. Maintains strong relationships with senior executives to translate organizational needs into executable plans and ensure timely, measurable outcomes. Coaches leaders and teams on project management best practices, reinforcing standardized methodologies while supporting innovation and adaptability. Advocates for the EPMO’s value proposition across the enterprise, strengthening adoption and cultural alignment
Maintains company-wide responsibility for information technology project management staff and the EPMO with decision-making authority over all project management and planning activities for the company. Works at a peer level with senior facility and corporate leadership and management
Models leadership and customer service behaviors that create a dependable, transparent, service-oriented experience for all internal stakeholders. Champions organizational values and EPMO culture, ensuring staff engagement, accountability, and professionalism across all interactions

Required

Bachelor's degree in a relevant field or equivalent level of education and experience as typically achieved in 10 years
Expert-level working knowledge of principles, practices, and operations in assigned or related area of responsibility as normally obtained through a minimum of five years of progressively responsible managerial experience leading a project management team, including a minimum of two years management level experience within a healthcare system setting or large multi-operational, complex corporate environment
Must demonstrate expert-level knowledge and awareness of area of expertise in designated facility, business entity or area and/or experience in which the knowledge, skills, and abilities are directly transferrable
Proven track record of driving successful performance outcomes and accomplishing organizational goals
Must demonstrate skills and business acumen through direct leadership experiences such as: anticipating and responding to the needs of internal and external customers; managing a budget and financial plans; building partnerships with management, staff, and stakeholders to achieve department goals and objectives; managing problems and situations where uncertainty is inherent; persuading others to adopt a particular stance on an issue; developing and evaluating best practices and emerging trends for organizational applicability and appropriateness; constructing new and innovative solutions for complex and varying problems and situations while considering the larger perspective or context; mentoring and coaching staff by providing open and honest feedback to enhance performance; developing and implementing strategic goals and initiatives that support organizational success; demonstrating excellent human relations, organizational and communication skills; demonstrating a passion about continuously improving and providing high quality care and service excellence to customers, patients, families, employees and/or physicians

Preferred

Master's degree in Business, Healthcare Administration, Information Systems, or a related field is preferred
Advanced certifications such as Project Management Professional (PMP), Program Management Professional (PgMP), Portfolio Management Professional (PfPf), PMI-ACP, SAFe Agilist, or Prosci Change Management certification are highly desirable and reflect the level of expertise expected in an enterprise PMO leadership role
Demonstrated experience implementing or optimizing enterprise project and portfolio management tools (e.g., Clarity, Planview, Smartsheet, Jira Align) or leading PMO technology transformations are strongly preferred
Additional relevant education, leadership development, or executive training may also be considered
