Responsibilities

Manage and Lead multiple teams, provide guidance on all monitoring activities, investigations, and performance documentation
Develop and implement a comprehensive Program Integrity Plan to ensure compliance with state and federal regulations
Ensure accountability and internal controls for vendors, participants, and staff
Oversee the assigned responsibilities for the annual WIC State Plan, program policies, and budget creation
Provide training on Program Integrity policies, Civil Rights, and Motor Voter Laws
Manage complaints and manage technical infrastructure for a call center
Supervise and evaluate biannual WIC management evaluations and Financial Management reviews
Ensure timely completion of reports and response to all communications related to Management Evaluations
Ensure subordinates update processes and monitoring protocols according to revised policies and procedures
Comply with all state and federal regulations related to investigations and monitoring of WIC vendors
Conduct investigations, analyze evidence, and consult with the Attorney General as needed
Develop and implement vendor monitoring activities
Ensure accountability for investigation results and ensure timely administrative appeal processes
Serve as an expert witness and testify when requested
Utilize available data warehouses and business intelligence tools for increased monitoring efforts
Conduct data analysis, including fiscal reports, statistical analysis, and data mining
Utilize Geo-Spatial data to identify potential fraud schemes
Complete assigned special projects, including maintaining the program's Continuity of Operations and Disaster Recovery Plan
Coordinate annual WIC training, disaster exercises, and interactions with USDA/FNS Southwestern Region office
Provide oversight for all USDA/FNS Management Evaluation of the Arizona WIC Program including full coordination of planning and information gathering

Required

Expert knowledge across WIC functional areas, including vendor and nutrition services, information systems, finance, certification eligibility, monitoring, confidentiality, and civil rights
Knowledge of all WIC functional areas to include; vendor nutrition services, management information systems, organization and management, food delivery and accountability, nutrition service administration finance, food fund management, caseload management, certification eligibility and coordination, monitoring and audits, and civil rights
Knowledge of Federal WIC regulations, Arizona Revised Statutes, and Arizona Department of Administration personnel rules, policies, and practices governing investigations
Knowledge of civil and criminal laws applicable in the State of Arizona, particularly State, Federal and local laws concerning fraud, misrepresentation, forgery and theft
Knowledge of contemporary principles and practices of public health; public health programs at the local, state and federal levels
Knowledge of administrative processes of federal/state legal systems
Knowledge of federal/state court system procedures
Knowledge of interviewing and discovery techniques
Knowledge of documentation requirements
Knowledge of case preparation for trial methodology
Knowledge of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies
Skill in developing internal controls to prevent and detect financial schemes
Skill in applying and interpreting civil, criminal or regulatory laws of a complex nature
Investigative and analytical skills necessary for decision-making and for providing employee direction
Management skills necessary to provide supervision, training and evaluation of compliance auditors

Ability to organize, plan and direct investigative courses; locate, gather, compile, preserve and evaluate collected information
Ability to communicate verbally and in writing; establish and maintain interpersonal relationships; interview and interrogate
Ability to develop plans and strategies for complex civil and criminal investigations in accordance with all applicable laws
Ability to assign, coordinate and evaluate subordinate work

Preferred

Bachelor's degree in Public Health or Administration or Criminal Justice in a related field with 5 years work progressive operational management experience in public health or investigations
