DIRECTOR, BUREAU OF PREVENTION, WELLNESS AND RECOVERY Program Manager IV
The State of Maryland is seeking a Director for the Bureau of Prevention, Wellness and Recovery. This role involves planning, promoting, and managing the implementation of local behavioral health services, ensuring they are equitable and accessible, while overseeing a significant budget and staff.

Responsibilities
Plan, promote, develop, manage, monitor and report on the implementation of delivering a full range of publicly funded local behavioral health services
Oversee the jurisdictional services, including behavioral health services in the County
Serve as the Local Behavioral Health Authority (LBHA) for the County, implementing programs and developing the system of care for the local jurisdiction
Work with Local County partners and Community providers to assist with the provision of behavioral health in Carroll County
Monitor and evaluate the effectiveness and efficiency of programs and services provided
Interpret, develop, implement, and modify policies, procedures, and standards governing the operation of the bureau
Monitor the use and billing of Crisis Beds funded by BHA in the facility
Complete walk-thru inspections with the County facilities staff and Citizen services staff in a contracted agreement with the Carroll County Government
Qualification
Required
Master's or Doctoral degree from an accredited college or university in Public Health, Health Administration, Social Work, Counseling, Psychology or related behavioral science field
five years experience in a leadership or managerial role within a behavioral health system, public health organization, or government agency
Preferred
LCSW-C (Licensed Clinical Social Worker, Certified) license from the Maryland State Board of Social Work Examiners
Program Management (i.e., developing, implementing and overseeing large-scale behavioral health programs and services)
Financial and Budget Management (i.e., managing multi-dollar budgets, securing grant funding and overseeing financial operations)
Subject Matter Expertise (i.e., knowledge of current behavioral health practices, public policy, regulations (federal and state), and evidence based interventions)
Policy and Legislative Acumen (i.e., ability to analyze and translate complex policy and legislative mandates into actionable program strategies)
System Development (i.e., experience in system-level planning, quality improvement, and establishing collaborative relationships with external partners, providers and other stakeholders)
Communication and Interpersonal Skills (i.e., excellent written and verbal communication skills, including the ability to present complex information to diverse audiences and lead large, multi-disciplinary teams)
