The Corrective Action Plan Coordinator will coordinate CAPs across divisions, develop Directed CAPs and Strategic Support Plans, and provide technical assistance to Local Education Agencies facing compliance challenges.

Responsibilities

Oversees, plans, and develops policies, procedures, and manuals for Corrective Action Plans (CAPs) and Strategic Support Plans (SPPs)
Validates corrective actions for accuracy and compliance, with limited authority to authorize CAP closures
Coordinates with intra agency offices and the Divisions of complaints, review & support, and legal cases requiring elevated oversight, ensuring alignment and communication across the agency
Designs and implements protocols for Directed CAPs and SPPs, including product development for fiscal sanctions and progressive interventions
Leads efforts to scaffold support for LEAs with consecutive-year determinations and directs actions for persistent noncompliance
Provides targeted technical assistance to LEAs not making sufficient progress toward CAP closure or improvement on outcomes
Monitors and evaluates the quality of CAP-related activities
Provides highly advanced consultative and technical assistance to LEAs and internal teams, ensuring compliance and continuous improvement
Collects, analyzes, and reports data on the use and impact of progressive sanctions and interventions across LEAs, identifying trends, effectiveness, and areas for improvement
Shares findings with agency leadership to inform strategic decision-making and resource allocation
Leads the implementation of new or enhanced intervention programs, including progressive sanctions and support plans for Local Education Agencies (LEAs)
Develops products such as protocols, guidance documents, and tools designed to facilitate stakeholder engagement and support LEAs in meeting compliance requirements
Collaborates with internal and external stakeholders, including reviewers, program staff, and Education Service Centers (ESCs), as well as monitors, conservators, and board of managers that may be assigned to an LEA

Required

Graduation from an accredited four-year college or university
Degree field(s): Special Education or related field of study working with students with disabilities
At least five (5) years of experience in special education as a provider or supervisor
Education and experience may substitute for one another on a year-for-year basis
Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
Knowledge of: Federal and state special education law
Knowledge of: State virtual laws
Knowledge of: State laws for charter schools
Knowledge of: Systemic improvement and correction of non-compliance under IDEA
Knowledge of: Effective methods for completing compliance review
Knowledge of: Effective instruction and service provision for students with disabilities
Skill in: Identifying measures or indicators of special education program performance
Skill in: Communicating effectively orally and in writing
Skill in: Operating computers and applicable software
Ability to: Gather, assemble, correlate, and analyze facts
Ability to: Devise solutions to problems
Ability to: Prepare reports
Ability to: Develop, evaluate, and interpret policies and procedures
Ability to: Communicate effectively
