Capital Project Delivery Section Manager

King County’s Facilities Management Division (FMD) is searching for a leader to serve as the Capital Project Delivery Section Manager. This role involves managing the daily operations of the section, overseeing capital improvement projects, and ensuring they are delivered on time and within budget while fostering employee engagement and collaboration.

Responsibilities

Manage the implementation of the section’s biennial capital and major maintenance budget and monitor the operating budget. Collaborate with the Capital Planning Section and Finance section on the development of biennial budgets
Advise the Division leadership on the section’s strategic and policy issues
Provide strategic direction and technical expertise to capital project managers. Determine performance standards for unit, individuals, and project work teams, and monitor progress for reporting and compliance with FMD design and construction policies and procedures
Collaborate with elected officials, County employees, other County departments and agencies, clients, and the public to ensure Capital Project Delivery Section goals are met. Represent FMD at public meetings, briefings and presentations
Coordinate sensitive and complex projects and review their impacts with the division and department directors, tenant and other agency managers, the County Executive, the County Council and external agency officials
Provide technical expertise to capital project managers in areas of construction and project contract administration, project development, consultant fee negotiation, and procurement activities
Oversee and maintain the section’s facility condition database in collaboration with the Asset Manager and Capital Projects Planning Section
This position reports to the Deputy Division Director – Operations

Required

Strong project and or construction management, architecture, or engineering knowledge, background, and experience, preferably with a large facilities, public works, or real estate management organization, and extensive knowledge of contracting methods; OR any combination of education and experience that clearly demonstrate the ability to perform the scope of job duties
Create vision and goals for the Capital Project Delivery Section which align with FMD and County goals and establish clear processes for measuring successful results
Address conflict directly and in a transparent manner. Take personal responsibility for decisions and act with ownership
Have a track record of delivering high quality projects on time and on budget
Adapt while working in a multi-faceted, changing and sometimes ambiguous environment. Can work through tasks or issues when clear answers are not readily present
Demonstrate interpersonal skills to build relationships with internal and external stakeholders. Bring parties with different views or priorities to common ground and equitable outcomes
