Senior Evaluator (Youth Support Program)

King County's Department of Community and Human Services (DCHS) is seeking a Senior Evaluator to support the Youth Diversion and Intervention Program within the Children, Youth, and Young Adult Division (CYYAD). This role involves leading evaluation efforts to strengthen diversion pathways and ensure strategies are effective and equitable, in collaboration with various partners.

Responsibilities

Identify, develop, and advance evaluation strategies and methods in coordination with division and unit management
Oversee and coordinate cross-cutting performance measurement and evaluation activities, including developing program and initiative evaluations, theories of change, and performance indicator reports
Develop and implement performance measurement and evaluation plans for complex and high-profile programs using a Results-Based Accountability (RBA) framework and an equity lens
Complete literature searches and synthesize relevant research to support requests and strategy decisions
Support the development and maintenance of data infrastructure
Clean, maintain, and manage data across multiple sources
Conduct novel analyses and work with partners to distill actionable inferences from findings
Analyze quarterly and annual quantitative data using appropriate methods and tools
Prepare data for dashboards (or other reporting tools), and narratives for dissemination
Respond to data requests requiring integrated data, complex analytical methods, and recommendations for high-profile bodies of work
Complete narrative coding of qualitative data and assist with reports
Use findings to support a strategy-aligned project portfolio
Provide data-driven insights to support decision-making and continuous improvement
Provide technical assistance on data collection and ensure data quality
Support data share backs and presentations
Participate in selected team, work group, division, and department meetings
Perform other related duties as assigned

Required

Experience in youth development, restorative practices, trauma-informed approaches, and/or community-led strategies that support youth and families impacted by the juvenile legal system
Demonstrated ongoing commitment to learning, understanding, and effective application of anti-racist and equity practices when working with Black, Indigenous, and People of Color communities, as well as LGBTQ, immigrant/refugee, and disability communities
Strong critical thinking, analytical, and problem-solving skills, focusing on continuous quality improvement
Excellent communication skills, with experience in presenting data and collaborating with diverse partners
Ability to manage multiple tasks independently while adapting to changing priorities
Demonstrated experience with performance measurement systems in juvenile justice, social, health, or human services, applying a racial equity lens in evaluation design, analysis, and results interpretation
Ability to gather data using qualitative and quantitative approaches such as interviews, group processes, surveys, electronic data files, or other methods
Minimum of 3 years' experience cleaning, validating, and analyzing qualitative or quantitative data using multiple of the following or similar applications: R, Python, STATA, SAS, SQL, SPSS, Dedoose, Atlas.ti
Ability to build and sustain partnerships with juvenile justice-focused nonprofits and community-based providers, ensuring evaluation efforts reflect community priorities and lived experience
Demonstrated skill in group decision-making and consensus-building, with a commitment to power-sharing and elevating community voice in evaluation and program design

Preferred

Five or more years of experience working in or conducting research and evaluation projects
Knowledge of juvenile justice, trauma-informed practice, education, or social services, and the use of performance management tools within a service environment
Extensive experience with data visualization and communication tools (e.g., developing reports or dashboards via R, Tableau, Microsoft PowerPoint, or Canva)
Familiarity with the Results-Based Accountability framework
Familiarity with Developmental Evaluation concepts
Lived or professional experience in adolescent development, opportunity youth, college career readiness, wraparound supports, and youth development, or a deep interest in these sectors
