Health Services Manager 1 - WCC

Responsibilities
Provides leadership and effective management of medical, inpatient and outpatient care, dental services, pharmacy, and radiology services, including custody, patient health records, and other support services to offenders in an adult corrections facility
Ensures fiduciary responsibility and effective management of state resources
Participate in the development of the health care budget and building programs
Maintains adequate supplies and equipment
Maintains on-site inventory controls; requisitions supplies for centralized sources in the approved method; assures appropriate disposal of hazardous waste. Ensures the emergency medical charts and emergency response equipment supplies are maintained
Ensures health services operations and personnel practices are aligned with agency policy and applicable Collective Bargaining Agreements. Supervises and coaches’ other health services supervisors in managing personnel and in application of agency policies and Collective Bargaining Agreement articles
Serves as a liaison among health services program, custody, and other program managers in coordinating services to offender populations and assist with resolution of security and program issues
Participates in local institution and statewide safety and security inspections; reports inadequacies; works collaboratively to address problems
Conducts and participates in regular monthly drills. Provides input and evaluates effectiveness. Subject to emergency assignments to help with security in the event of an inmate disturbance, civil disturbance, or natural disaster
Oversees the health services operational readiness for scheduled and unscheduled inspections and audits from the Department of Health, Board of Pharmacy, Department of Corrections (Emergency Response, PREA Safety, Pharmacy, and Operations audits), and any other government regulatory agency
Qualification
Required
Three (3) years of supervisory or management experience in an acute or ambulatory health care system
Analysis – Uses data and information in a clear and rational thought process to access and understand issues, evaluate options, form accurate conclusions, and make decisions. Identifies key facts, understands the nature and relationship between data elements, recognizes underlying principles or patterns in an array of data, determine if additional data should be collected. Uses judgement and critical thinking in the absence of clear guidelines to draw conclusions about further actions
Observation and Inspection – Critically observes and inspects people, conditions, and the environment to detect problems. Acutely aware of critical details, alert and attentive when performing other work, understands normal conditions and constantly compares the current status to the norm to identify subtle changes and incremental deviation, makes informed judgement about when a change in current status must occur and determines appropriate action. Uses insight to identify contributing and mediating factors. Understands that documentation and other forms of communication cause others to understand and take appropriate action
Decisiveness – Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited. Recognizes when a decision must be made and moved forward, delegates decision making authority, appropriately advocates for important patient care objectives, and finds common ground and solutions among diverse interests
Preferred
Associate or Bachelor's degree preferred, involving major study in health services or a related field. OR Master's in Health Care Administration or Masters in Business Administration/Masters in Public Administration with a Health Services Administration Concentration. ACHE Certification, a plus
Minimum of 1 year managing/overseeing a health care delivery system to include inpatient or outpatient care
Prior health care administration in an adult correctional environment
Knowledge of quality management practices; QA/CQI experience
Strong working knowledge of WACs, RCW, State, Federal law, ACA Standards, DOH-DPC Standards, the Offender Health Plan, personnel resource guidelines, CBA's and labor relations
