Homelessness Prevention System (HPS) Analyst
Sacred Heart Community Service (SHCS) in San José, CA seeks a Homelessness Prevention System (HPS) Analyst to support the coordination, financial tracking, and performance evaluation of a countywide network of community partners working to prevent homelessness in Santa Clara County. The Analyst will manage data, budgets, and contracts across multiple agencies while supporting equitable and effective service delivery.

Responsibilities
Ensure accurate and consistent tracking of program expenditures across partner agencies by creating and maintaining invoice templates and financial summary spreadsheets
Review partner agency invoices and support documentation on a monthly basis and follow up to resolve discrepancies or compliance questions
Complete monthly reconciliations of financial assistance data across internal systems, partner invoices, and the Homelessness Management Information System (HMIS)
Process check requests and stipend payments in coordination with Program and Finance staff, including coordinating payment pickup or delivery as needed
Perform data entry in internal databases and HMIS to support accurate, timely financial and program reporting
Track partner agency spending against approved budgets and projections and flag variances for review
Maintain a budget amendment tracker to document, monitor, and communicate changes to partner budgets throughout the fiscal year
Monitor program enrollments and financial assistance expenditures across multiple funding sources to assess program capacity, utilization, and funding alignment
Analyze budget and expenditure data and communicate findings to program staff, partner agencies, and funders
Support the development, analysis, and reporting of program goals, outcomes, and performance metrics aligned with the organization’s Strategic Plan and HPS objectives
Collaborate with team members to improve data collection, reporting, and analysis processes and to complete required grant and funder reporting
Support the administration of partner agency subcontracts, including monitoring, reporting, and administrative oversight
Review partner agency programmatic reports and compile data for collaborative reports submitted to funders
Prepare contract-related documents, including subcontracts, budgets, invoices, and reporting templates
Produce financial summaries and support preparation of quarterly and ad hoc financial reports and reconciliations for funders
Track and reconcile program costs, including financial assistance, across multiple funding sources to ensure accuracy and compliance
Contribute to a collaborative, accountable, and equity-centered team culture by supporting agency-wide initiatives, events, and outreach efforts
Participate in staff meetings, trainings, retreats, and cross-team activities
Perform other duties as assigned in support of program operations and organizational priorities
Qualification
Required
Demonstrated commitment to SHCS's vision of ensuring every child and adult is free from poverty
Bachelor's degree in accounting, business, economics, finance, or a related field, or a minimum of two years of equivalent experience, including: Budget tracking, financial analysis, and/or program evaluation; Nonprofit or similar administrative work, including grant or contract administration; Direct service work related to anti-poverty efforts, affordable housing, and/or homelessness
Proficiency in Microsoft Excel, Word, PowerPoint, and email communication
Intermediate proficiency with client database systems such as HMIS or Salesforce, or demonstrated ability to learn new data systems quickly
Ability to work effectively with diverse communities, partner agencies, and internal teams
Strong organizational skills with the ability to manage multiple priorities, respond in a timely manner, and maintain attention to detail
Ability to work collaboratively in a team environment and independently with limited supervision as needed
Strong written, verbal, and basic presentation skills
Ability to perform computer-based work for up to 6–8 hours per day
Ability to successfully complete a criminal background check
