Information Systems Specialist

NEOGOV is seeking an Information Systems Specialist to join the City of Albany's Information Technology team. Responsibilities

Install, configure, troubleshoot, and procure workstations, laptops, and peripherals across multiple sites across the City
Manage helpdesk tickets and provide deskside technical support to all City employees
Provide end-user support for business applications
Document your procedures and maintain inventories
Install, deliver, set up, relocate, and ensure efficient and secure operation of new devices, peripherals, and associated applications, such as in-vehicle/apparatus hardware, software, and other technologies deployed in various physical environments with a high degree of attention to detail
Provides helpdesk ticket monitoring, routing, resolution, and support
Troubleshoot devices and peripheral hardware, software and network issues reported by users
Communicates effectively with other team members in a technologically sophisticated work environment committed to delivering outstanding customer service
Provides troubleshooting, configuration, and support for Active Directory, Microsoft 365, Group Policy management, and user authentication
Processes software and equipment purchases in coordination with central IT purchasing
Organizes, coordinates, and performs tasks of hardware and/or software implementation projects
Manages data backups and performs data restoration on request
Provides IT support and training to other employees
Maintains and creates documentation of procedures, processes, and details of work performed
Maintains an accurate technology inventory
Maintains effective expertise necessary to evaluate IT requirements and opportunities for improvements and makes appropriate recommendations
Maintains professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility
Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner
Serves as a member of various City committees as assigned
Assists other staff in the performance of their duties as assigned
Maintains regular job attendance and adherence to working hours
Operates a motor vehicle safely and legally
May provide training and orientation to newly assigned personnel
Performs other related duties as required/assigned

Demonstrates, promotes, and develops leadership, management, and technical skills for self and other employees

Required

Associate degree in computer science or similar field with considerable course work in information technology systems administration and maintenance; or Three years' experience in the installation, maintenance, and troubleshooting of information technology systems
Must successfully pass a comprehensive background investigation, including criminal history check, and integrity interview that establishes strong moral character. Any conduct that could compromise the integrity of the applicant; coworkers; the Police, Fire, or Information Technology departments; or the City of Albany will be closely evaluated. Felony convictions and disqualifying criminal histories are not allowed
Possession of or ability to obtain Criminal Justice Information Services (CJIS) level 4 certification at time of hire
Possession of or ability to obtain Law Enforcement Data Systems (LEDS) certification within 60 days from date of hire
Possession of or ability to obtain High Voltage Environment (HVE) certification within one year from date of hire
Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City's driving standards at time of job placement
The individual shall not pose a direct threat to the health or safety of themselves or others
General knowledge of working and troubleshooting techniques for Windows operating systems and applications (operations, installation, and administration), basic networking concepts and connectivity requirements, command line interface, computer and peripheral hardware, voice over (VoIP), electricity and safety precautions working around high voltage environments
Skill in operation of a personal computer
Ability to independently assess task urgency and business impact for effective prioritization and resource allocation
Ability to independently manage multiple competing priorities and deadlines within a dynamic workload
Ability to exercise sound judgment in technical decision-making while recognizing situations that require escalation
Ability to analyze and evaluate data, formulate proposals, and implement computer system plans
Ability to organize and prioritize tasks and assignments
Ability to install and troubleshoot computer and network systems
Ability to work harmoniously with staff and the public
Ability to communicate effectively and tactfully, while working remotely and onsite, with staff, vendors, and the public through written documents, verbal communication, and electronic communication including telephone, email, messaging, and videoconference
Ability to communicate technical and security related information to both technical and non-technical coworkers
Ability to interpret less expert workers' descriptions of computer problems and make appropriate diagnosis
Ability to talk about technology in non-technical terms
Ability to read, interpret, and comprehend printed information of a highly technical nature
Ability to handle highly confidential information in a strictly professional manner
Ability to present effective training programs in the use of computers, systems, and software programs
Ability to prepare, analyze, and express technical concepts effectively both verbally and in writing
Ability to work well with people from many different disciplines with varying degrees of technical experience
Ability to establish and maintain effective working relationships with employees, supervisors, City officials, and the public
Ability to meet project deadlines
Ability to exercise sound judgment in evaluating situations and in making recommendations
Ability to maintain a high degree of professionalism and sensitivity to confidential matters and to work effectively in a law enforcement environment with exposure to graphic, violent, or traumatic written, photographic, audio, or video material
