Responsibilities

Embed equity, centering racial justice and disability justice throughout contracting and monitoring processes
Partner and collaborate with internal teams, including but not limited to DCHS’ centralized Contracts & Procurement Unit, the Agiloft Team, Performance Measurement and Evaluation, DDECS Fiscal, DDECS Operations Team, and Division Team members in all procurement, contract development, and contract monitoring processes
Lead the development and refinement of DDECS’s procurement, contract management, and contract monitoring policies and procedures, in coordination with the DDECS Operations Team, DCHS’ centralized Contracting and Procurement Unit, and ongoing DCHS continuous quality improvement (CQI) efforts
Provide training and technical assistance to the Provider Support Team and other Division Team members to support the use of Agiloft and contract management and monitoring tools, and the learning of standardized processes, policies, procedures, and resources
Support revenue contract compliance deliverables, requirements, and coordination
Plan, convene, lead, and support various internal and/or external workgroups, as needed
Develop and implement strategies to ensure the completion and documentation of required training for Division team members on topics which include, but are not limited to, Health Insurance Portability and Accountability Act (HIPAA), Mandatory Reporting, Confidentiality, and Data Security
Serve as the primary point of contact for contracted providers and the Division on matters relating to the privacy of Protected Health Information (PHI) and Personal Identifiable Information (PII)
Act as liaison to the Department’s Privacy Officer to ensure HIPAA compliance
Conduct all contract procurement, management, and monitoring in alignment with department and division policies and procedures, as well as the County's Equity and Social Justice Strategic Plan, and Best Starts for Kids values
Serve as the primary point of contact for assigned contracts in the division and support other division contracts
Build strengths-based, collaborative relationships with contracted community partners focused on continuous quality improvement
Participate in related program activities to support knowledge and relationships with assigned contracted providers
Plan, schedule, and conduct contract monitoring visits and complete reports with contracted providers in alignment with department and division policies and procedures, and in collaboration with Division team members
Conduct ad hoc/unplanned program monitoring visits in response to concerns or complaints
Provide and/or arrange for follow-up training and technical assistance to monitoring activities to assure compliance with federal, state, and county requirements
Identify DDECS provider support needs and coordinate with Technical Assistance and Capacity Building programs

Required

At least two years of professional experience in contract management and/or contract monitoring, which includes experience managing or supporting a Local, County, or State contract at the provider level, or direct experience in contract management and/or monitoring at the Local, County, or State government level
Commitment to racial equity, disability justice, and inclusive practices
Working knowledge of the Health Insurance Portability and Accountability Act (HIPAA) and experience managing privacy compliance
Ability to co-create and refine processes in partnership with those impacted, centering equity
Strong interpersonal skills and proven ability to collaborate and develop both internal and external partnerships
Brings curiosity, adaptability, and a commitment to continuous learning and improvement at both a personal and at an organizational level
Ability to coordinate, schedule, and facilitate effective and efficient meetings, and follow through on action items to ensure completion
Strong communication skills that prioritize collaboration, clarity, accessibility, and meaningful engagement with the ability to communicate in a politically sensitive manner, clearly express division goals and objectives, and establish mechanisms and encourage the exchange of ideas and information up, down, and across an organization
Demonstrated experience in using data to inform continuous quality improvement
Knowledge, competency, and experience with Modern Workplace tools, including SharePoint, Teams, OneDrive, and Excel
Strong written and verbal communication skills with an ability to engage culturally diverse teams and community audiences
Capable of navigating ambiguity, multiple priorities, and fast-changing needs

Commitment to sharing knowledge and insights in ways that honor different communication styles and learning needs of diverse audiences for understanding and decision-making

Preferred

At least one year of experience as a Privacy Officer or related role with Privacy Officer responsibilities at the provider, state, or local government level
Experience in project management, including planning, coordinating, and tracking deliverables, or possession of a project management certification (such as PMP, CAPM, or equivalent)
Experience with government procurement processes and requirements
Experience with equity-focused contracting and provider support efforts
Experience effectively supporting home cultures and languages of individuals and communities, as well as bicultural and/or bilingual skills are preferred
Experience using Agiloft, King County's contract management system, preferred
