Chief Financial Officer

Douglas County School District is seeking a Chief Financial Officer (CFO) to provide strategic vision and executive leadership for the District's fiscal and business operations. The CFO will be responsible for overseeing financial health, long-range planning, risk management, and ensuring that fiscal resources align with educational priorities and student success goals.

Responsibilities

Responsible for all activities of the Business Services Department, including budgeting, accounting, financial planning, payroll, accounts payable/receivable and budget transfers
Responsible for implementing and maintaining a system of internal accounting controls (audits) that will ensure that the District assets are adequately safeguarded and that all financial reporting is prepared in compliance with all financial policies and U.S. Generally Accepted Accounting Principles (GAAP)
Responsible for implementing and maintaining a system of internal accounting controls (audits) of the district benefit self-insurance and internal service funds
Analyzes the district's claim, loss, and accident history and identifies methods to eliminate or minimize risks and possible losses. Reports information to the Superintendent's Cabinet and Board of Trustees
Responsible for implementing and maintaining a system of tracking internal Nutrition Services accounting controls on commodities, credits, labor, and guaranteed return. Ensuring long-term solvency of the Nutrition Services fund
Responsible for the management of state, federal, and local funding sources, including grants, bonds, and general fund allocations
Responsible for all district investments to maintain cash flow for payroll, operations, and debt service payments
In collaboration with the Superintendent and appropriate financial advisors, utilizes all district monies for maximum investment gains with LGIP, Wells Fargo, and all other third-party fiduciaries
In collaboration with the Executive Cabinet Leaders and authorized committees, participates in contracting of major initiatives, including insurance, employee group collective bargaining, capital purchases, and other significant acquisitions
Serves as a key advisor to the Superintendent and Board of Trustees on fiscal matters and is a member of the District's Negotiations team. This position may serve as a Chief Negotiator at the direction of the Superintendent
Leads the planning, development, and fiscal management of Request for Proposals, Bidding Process, Business Contracts, and other solicitations
Responds to Nevada Legislature Fiscal Note requests on behalf of the district
Oversees the preparation and timely submission of the Tentative Budget, Final Budget, and Amended Final Budgets in strict accordance with NRS 387 and the Nevada Department of Education (NDE) requirements. Ensures all District financial activity adheres to the Nevada Financial Accounting Handbook and the state-mandated chart of accounts. If required, file a 2nd Amended Budget at the direction of the Superintendent or Board of Trustees
Provides executive oversight for the implementation and monitoring of the Pupil-Centered Funding Plan (PCFP). Manages the allocation and reporting of weighted funding for specific student populations (English Learners, At-Risk, and Gifted/Talented) to ensure state compliance and the equitable distribution of resources to school sites
Responsible for reviewing monthly/quarterly benefits trends and self-insurance fund for long-term solvency and rate stabilization
Coordinates the work relating to both internal and external audits in the periodic review of the District's financial records. Is further responsible for the implementation of agreed-upon recommendations related to areas of responsibility, resulting from potential audit findings
Leads the planning, development, and fiscal management of bonds issued, capital improvement projects, renovations, and other financially significant projects
Provide the grants department with financial support, including developing systems to meet required grant controls and reports
Attends meetings of the Board of School Trustees, Nevada Dept. of Education, Nevada Legislature or any other governing body as needed and directed by the Superintendent or Board of Trustees
Formulates financial analyses and provides financial data as required for District labor negotiations; assists in preparing and/or presenting the District's position in collective bargaining negotiations
Recommends and implements approved changes and/or training for efficient operations to enhance the quality of programs and services
Oversees the District's accounting software system and works closely with the software company to provide appropriate training, upgrading, and implementation
Collaborates with district administration, school administration and principal secretaries to ensure efficient accounting practices and fiscal alignment with educational goals
Oversees expenditures for appropriateness of all school student activity funds
Monitors and manages the District's bond issuances and debt management policy. In charge of planning, development and management of all short-term and/or long-term debt issuances
Responsible for the development and execution of the five-year capital improvement plan while ensuring efficient capital expenditures. This plan should include a Ten (10) year outlook for a long term Facilities Master Plan

Required

Bachelor's Degree and Master's Degree in accounting, business administration, finance, or demonstrated equivalent experience in a directly related field
Minimum of five (5) years' experience in the field of financial management or general business management
Experience working and fiscally managing a large organization with an annual budget of more than $40-$100 million
Must possess or be able to acquire a Nevada driver's license that allows legal operation of a motor vehicle
